Իշխանությունները զգում են իրենց մոտալուտ վախճանը, այդ պատճառով ում հասցնում՝ տեղավորում են աշխատանքի. Արմեն Աշոտյան

Այսօրվա իշխանությունը երկու նպատակ է հետապնդում. առաջինը՝ աշխատանքի տեղավորել սեփական «խծբ» ձեւաչափի մեջ տեղավորվող մերձավորներին, երկրորդը՝ կրթական համակարգի կառավարելիության աստիճանը դարձնել բացարձակ։ Այս մասին NEWS.am-ի հետ զրույցում ասաց ՀՀԿ փոխնախագահ, ՀՀ կրթության եւ գիտության նախկին նախարար Արմեն Աշոտյանը։

«Դավաճան իշխանությունները մեզ մեղադրում էին ծանոթ-բարեկամներին պաշտոնների նշանակելու մեջ։ Նախկինում եղել են որոշ դեպքեր, բայց սրանց մեղադրանքների հիմնական մասը վերաբերում է նրան, որ մենք կրթական համակարգը քաղաքականացրել ենք եւ յուրայիններով ենք լցրել կառավարման մարմինները։ Առաջին իսկ պահից երբ իշխանության ղեկը զավթեցին, մեզ վերագրվող գործողությունները դարձան իրենց հիմնական ձեռագիրը»,- նշեց Աշոտյանը։

Նրա խոսքով՝ նախեւառաջ դա արտահայտվել է բուհական համակարգում. «Նախկինում մեղադրում էին, թե հանրապետականները բուհերի կառավարման խորհուրդներում անդամներ են, հետո պարզվեց, որ իրենց խորհուրդների ցանկերում բացառապես յուրայիններ են՝ եւ՛ պատգամավորներ իրենց ֆրակցիայից, եւ՛ գործադիր իշխանության ներկայացուցիչներ։ Խորհրդի անդամները սկսեցին ընտրվել որպես կանոն քաղաքական լոյալության սկզբունքով, ոչ թե մասնագիտական կարողությունների հիման վրա։ Նախկինում կառավարման խորհուրդների կազմում ներկայացուցիչներ էին դառնում նաեւ ոչ իշխանական պատգամավորներ՝ օրինակ ԲՀԿ-ից, ՀՅԴ-ից։ Իմ՝ նախարար եղած ժամանակ բուհերի կառավարման խորհրդի անդամներ էին դառնում նաեւ ոչ հանրապետական պատգամավորներ. օրինակ՝ Նաիրա Զոհրաբյանը Երեւանի թատրոնի եւ կինոյի պետական ինստիտուտում, «Բարգավաճ Հայաստան» կուսակցությունից կային նաեւ Ֆիզիկական կուլտուրայի հայկական պետական ինստիտուտի կառավարման խորհուրդում, ՀՅԴ-ից կային Վալերի Բրյուսովի անվան պետական լեզվահասարակագիտական համալսարանում։ Հիմա բացառապես յուրայինների նշանակում է իրականացվում»։

Անդրադառնալով հանրակրթական համակարգի խնդիրներին՝ Արմեն Աշոտյանն ընդգծեց, որ այստեղ էլ ավելի զարհուրելի է վիճակը.

«Կրթական համակարգին կախյալ վիճակի դնելու եւ ազգուտակին աշխատանքի տեղավորելու խնդիր են լուծում։ 2018 թվականի մայիսից կրթական համակարգը հայտնվել է կատարյալ անկառավարելի վիճակում։ Օրինակ՝ Երեւանի պետական համալսարանն արդեն ինչքան ժամանակ է՝ ռեկտոր չունի, մինչեւ այդ էլ չուներ կառավարման խորհուրդ, որը դժվարությամբ, օրենքի խախտումով ձեւավորվեց։ Այսպիսի խնդիրներ կան նաեւ այլ բուհերում»։

Հարցին, ըստ իրեն, ինչո՞ւ է իշխանությունը կրթական համակարգում յուրայիններին նշանակում, Աշոտյանն ասաց, որ նման քայլի գնալու տարբեր նպատակներ կարող են ունենալ. «Լկտիությունը դարձել է այս իշխանությունների հիմնական ձեռագիրը։ Քանի որ իշխանությունները զգում են իրենց մոտալուտ վախճանը, փորձում են՝ ում հասցնեն, տեղավորեն աշխատանքի։ Ինձ համար մարզային դպրոցում իրենց ցանկացած դրածո թեկնածու նույն քաղաքական տրամաբանության մեջ է, ինչ որ Լիլիթ Մակունցին ԱՄՆ դեսպան նշանակելը»։

Նշենք, որ արդեն մի քանի օր է՝ Աբովյան քաղաքի Խաչատուր Աբովյանի անվան թիվ 1 ավագ դպրոցում տեղի ունեցած գործադիր տնօրենի ընտրությունների արդյունքներին դեմ են ուսուցիչներն ու աշակերտները։ Նրանք դասադուլ ու գործադուլ են անում, դասապրոցեսը կաթվածահար վիճակում է։
