2020 թվականը տնտեսական առումով ևս մղձավանջային տարի էր. Արտակ Մանուկյան

Հայաստանի վիճակագրական կոմիտեն ներկայացրել է 2020 թվականի հունվար-դեկտեմբերին տնտեսական ակտիվությունը բնութագրող (ՏԱՑ) ամփոփ տվյալները: Համաձայն դրանց՝ ՏԱՑ-ն անցյալ տարի 2019-ի համեմատ նվազել է 7,5 տոկոսով:

Տնտեսության մեջ 2020-ին ամենամեծ անկումը գրանցվել է ծառայությունների ոլորտում՝ 14,7 տոկոս: Առևտրաշրջանառությունը կրճատվել է 14 տոկոսով, շինարարության ծավալը՝ 9,5 տոկոսով, արդյունաբերական արտադրանքի ծավալը՝ 0,9 տոկոսով: Չնչին աճել է գյուղատնտեսության համախառն արտադրանքի ծավալը՝ 1,4 տոկոս, և էլեկտրաէներգիայի արտադրությունը՝ 1,2 տոկոս:

Զգալի անկում է ապրել արտաքին առևտրաշրջանառությունը՝ 13,8 տոկոս: Ընդ որում, արտահանումը կրճատվել է 3,9 տոկոսով՝ տարվա կտրվածքով կազմելով ավելի քան 2,5 մլրդ դոլար, ներմուծման ծավալները նվազել են 17,7 տոկոսով՝ կազմելով շուրջ 4,5 մլրդ դոլար:

Դատելով հրապարակված տվյալներից, տնտեսությունում առկա միտումներից, պետական բյուջեի ծախսերի բաշխվածությունից և կառավարության ծրագրերից՝ փորձագետները մտավախություն ունեն, որ վերականգնողական աճն այս տարի տնտեսությունում կարող է լինել շատ թույլ:

ՀՀ ԱԺ «Իմ քայլը» խմբակցության պատգամավոր, տնտեսագետ Արտակ Մանուկյանը «Հոդված 3» մամուլի ակումբի առցանց քննարկման ժամանակ, ամփոփելով 2020 թվականի տնտեսական տարին և խոսելով  2021թ. սպասվող զարգացումների ու անելիքների մասին՝ ասաց, որ այն գնահատականները, որոնք որ դրված էին՝ կարծես թե իրատեսական սցենարների հիման վրա էին, սակայն կորոնավիրուսի, պատերազմի արդյունքում փոփոխություններ տեղի ունեցան:

«Հիմա, երբ դիտարկում ենք վերականգնողական աշխատանքները, այստեղ ես ձեռնպահ կմնայի, որովհետև ընդհուպ մինչև աշխարհի կտրվածքով դուք 2021թ. չեք գտնի թեկուզ մի երկիր, որ մեկ տարում կորցրածը վերականգնի: Դրա համար վերջերս Համաշխարհային բանկը հունվար ամսին ևս հրապարակեց կանխատեսումները նաև Հայաստանի համար և 3.1 տոկոսի ցուցանիշ էր ներկայացնում, որը ևս 2021թ. հաստատված բյուջեն է: Եթե ուսումնասիրեք՝ թրենդը հետագայում ավելի վերև է և դա պայմանավորված է նրանով, որ ենթադրվում է՝ Հայաստանն ունի այդ պոտենցիալը, որպեսզի կարողանա տարիների ընթացքում այս անկումը լրացնի: Արտահանումն անկում է ապրել, բայց եթե նայեք՝ ներմուծումը, եթե ճիշտ եմ հիշում, շատ ավելի մեծ չափով՝ 17.7 տոկոս անկում է գրանցել: Սա որոշակիորեն խոսում է այն մասին, որ այնուհանդերձ արտահանման շուկաները որոշակի դիվերսիֆիկացիա ունեցել են: Իհարկե, հասկանալի է՝ հանքագործությունը որոշակի մասնաբաժին ունեցել է և շարունակում է ունենալ: Գյուղատնտեսական արտադրանքի մասով որոշակի աճեր կան»,- նշեց Արտակ Մանուկյանը՝ շեշտելով, որ 2020 թվականը տնտեսական առումով ևս մղձավանջային տարի էր:

«Ամենակարևոր խնդիրներից մեկը, որը ծառացած էր ՀՀ-ի առջև, դա մակրոտնտեսական կայունությունն էր, և այս մասով որևէ խնդիրներ չեն ակնկալվում: Հույս ունենանք, որ այդ 3.1 տոկոսը Կառավարության ջանքերի և Ազգային ժողովի բյուջետային վերահսկողության ներքո այն նվազագույն ցուցանիշը կլինի, որ կարող ենք 2021թ. ակնկալել»,- հավելեց պատգամավորը:
