Ինչ է փնտրում Արցախի նախագահը Մոսկվայում

ԶԼՄ-ները հայտնում են, որ Արցախի նախագահ Արայիկ Հարությունյանը Մոսկվայում է եւ հանդիպումներ է ունենում ռուս պաշտոնյաների հետ: Պաշտոնական տեղեկություն չկա, եւ հայտնի չէ, թե ինչ մակարդակի հանդիպումներ է ունենում Արցախի նախագահը։ Հայտնի չէ նաեւ, հանդիպե՞լ է նա արդյոք Ռուսաստանի հայակական կազմակերպությունների հետ։

 

Արցախում իշխանություն պահելու համար Արայիկ Հարությունյանին նախ պետք է փող գտնել։ Նա խոստումներ է տվել ղարաբաղցիներին, ասելով, որ կփակի կոմունալ ծառայությունների, վարկերի պարտքերը, կվճարի աշխատավարձեր եւ թոշակներ, նաեւ կվարձատրի աշխարհազորում ընգրկվելիք պետական ծառայողներն։

 

Սակայն փողն արդեն չի հերիքում։ Այս ամիսների կոմունալ եւ կապի ծախսերի մեծ մասն իսկապես փոխհատուցվել է պետության կողմից, սառեցված են որոշ վարկեր։ Սակայն բոլորը հասկանում են, որ երկար դա չի ձգվելու։ Ըստ երեւույթին, Նիկոլ Փաշինյանը չի պատրաստվում կատարել Հարությունյանի խոստումները, եւ նա պիտի փորձի փող գտնել ինքնուրույն։ Ռուսաստան էր մեկնել նաեւ տարածքային կառավարման նոր նախարար Հայկ Խանումյանը, բայց պաշտոնական տեղեկություն այցի արդյունքների մասին չի եղել, թերեւս դրանց բացակայության պատճառով։

 

ԶԼՄ-ների տեղեկություններով՝ Արցախի նախագահը մոսկովյան հանդիպումներից մեկի ընթացքում հայհոյախառը արտահայտություններ է արել Նիկոլ Փաշինյանի հասցեին՝ ասելով, որ «Եթե Հայաստանի ղեկին չլիներ այդ հոգեկան հիվանդը, պատերազմը կավարտեինք շատ ավելի շուտ ու նվազ կորուստներով»: Ինչքանով է հավաստի այդ լուրը, դժվար է ասել, թեեւ Հարությունյանը նախկինում էլ էր փորձում պատասխանատվությունը դնել Փաշինյանի վրա։

Այսպես թե այնպես, Արցախում իշխանություն փոխելու փորձեր այդպես էլ չարվեցին, թեեւ, ինչպես ասում են՝ իշխանությունն ընկած է գետնին, բարձրացնող չկա։ Արցախի ՀՅԴ կառույցի ղեկավար Դավիթ Իշխանյանը հայաստանյան լրատվամիջոցներին տված հարցազրույցներում ասել է, որ «Արայիկ Հարությունյանը պետք է ցույց տա, որ ինքը, լինելով դեռևս գործող նախագահ, կտրված կլինի Հայաստանի ներկա իշխանություններից, մասնավորապես, Նիկոլ Փաշինյանից»: Շարունակել Նիկոլ Փաշինյանի և նրա վարչախմբի կողմից ուղղորդված քաղաքականություն իրականացնել Արցախում, կարծում եմ, անընդունելի է, ասել է նա:

Իշխանյանը կարծում է, որ Հայաստանի Հանրապետությունը չկարողացավ Արցախի անվտանգության երաշխավորի իրական դերը ստանձնել, և այսօր շատ լուրջ հարցականի տակ են անվտանգության երաշխիքները՝ միայն ռուս խաղաղապահներին թողնելը բավարար չէ:

«Իմ կարծիքով, այստեղ այլ գործընթաց է տեղի ունենում: Հարցեր կան, փակ քննարկումներ են տեղի ունենում, որոնք Արցախի գլխին նոր վտանգ փաթաթելու միտում ունեն, նոյեմբերի 9-ի հայտարարության շարունակության նման ինչ-որ բան: Արցախի նախագահ Արայիկ Հարությունյանը պետք է զգույշ լինի, հերթական անգամ չընկնի այդ թակարդը», ասել է Իշխանյանը:

Հիշեցնենք, որ Արայիկ Հարությունյանն էլ ասել էր, որ դժվար որոշումները դեռ առջեւում են։
