Երբ Հայաստանը ներկայացված է իշխանական պարկապզուկներով. Արմեն Աշոտյան

ՀՀԿ փոխնախագահ Արմեն Աշոտյանը ֆեյսբուքյան իր էջում գրել է.

«Երբ Հայաստանը ներկայացված է իշխանական պարկապզուկներով

ԵԽԽՎ նստաշրջանն արձանագրեց դեռևս գործող դավադիր ոհմակի հերթական սնանկությունը Հայաստանի շահերը հետապնդելու հարցում։

Հայաստանը ներկայացնող պատվիրակությանը չհաջողվեց.

1. Ռազմագերիների վերադարձի հարցը մտցնել ԵԽԽՎ նստաշրջանի օրակարգ։

2. ԵԽԽՎ մոնիտորինգային հանձնաժողովի զեկույցում հասնել Ադրբեջանին մեղադրող թիրախային ձևակերպումների։

Սակայն, կարծում եմ, որ ամենամեծ բացթողումը երրորդն է։

Դեռևս պատերազմի ընթացքում առաջ էի քաշել պատերազմի հետաքննության միջազգային մեխանիզմների գործադրման անհրաժեշտությունը՝ Ադրբեջանի ռազմական ագրեսիան և ռազմական հանցագործությունները միջազգայնորեն ամրագրելու համար, այստեղից բխող բոլոր հետևանքներով։

Տվյալ միջազգային մեխանիզմը. նախևառաջ, վերաբերում էր հենց ԵԽԽՎ-ին, որն ունի նման մանդատ և գործիքակազմ։ Օրինակ, 2008 թվականի ռուս-վրացական պատերազմը հենց ԵԽԽՎ-ի հատուկ հետաքննության առարկա էր՝ իր բոլոր բացահայտումներով։

Ավելին, ԵԽԽՎ-ի շրջանակներում պատերազմը հետաքննելու քաղաքական ուղերձը մեր ջանքերով հնչեց նաև Եվրոպայի ամենաազդեցիկ քաղաքական ընտանիքի՝ ԵԺԿ-ի շուրթերից՝ 2020 թվականի դեկտեմբերի 7-ին. «Կարևոր է պատերազմական հանգամանքների և ռազմական հանցագործությունների մանրակրկիտ և թափանցիկ հետաքննություն իրականացնելու անհրաժեշտությունը, այդ թվում՝ նաև օգտագործելով ԵԽԽՎ գործիքակազմը և մեխանիզմները»։

Արցախյան վերջին պատերազմի մասին նմանատիպ ձևակերպումներ տեղ են գտել նաև հունվարի 20-ին Եվրոպական խորհրդարանի ընդունած «Ընդհանուր արտաքին և անվտանգային քաղաքականություն» (CFSP) տարեկան զեկույցում, առանց մատնանշելու կոնկրետ միջազգային ատյանը՝ «Եվրոպական խորհրդարանը կոչ է անում պատշաճ կերպով հետաքննել ռազմական հանցագործությունների վերաբերյալ բոլոր մեղադրանքները և բոլոր մեղավորներին կանգնեցնել արդարադատության առաջ», իսկ նույն օրվա մեկ այլ՝ «Ընդհանուր անվտանգային ու պաշտպանական քաղաքականություն (CSDP)» տարեկան զեկույցով «Եվրոպական խորհրդարանը կոչ է անում միջազգայնորեն հետաքննել արտասահմանյան գրոհայինների առկայության և կլաստերային զինատեսակների ու ֆոսֆորային ռումբերի օգտագործման բոլոր մեղադրանքները»։

Արդեն այս տարի Ստրասբուրգում հենց ԵԽԽՎ-ն իր զեկույցում կրկնեց պատերազմի ընթացքում արձանագրված ահազանգերը և ռազմական հանցագործությունները հետաքննելու անհրաժեշտությունը՝ «The Assembly expresses its serious concern about reports and allegations of violations of humanitarian and human rights law by all sides during this conflict and allegations of degradations to some religious sites and monuments, as well as destruction of private property, and expects these reports to be fully investigated and any violations to be remedied and the perpetrators prosecuted»։

Կատարյալ անմեղսունակ պետք է լինել, որ անտեսես այս շատ հեռանկարային ու հանգուցային առաջարկը և առկա բարենպաստ միջազգային միջավայրում բավարարվես բացառապես ներքին լսարանի համար նախատեսված պարզունակ տեքստերով և միայնակ պիկետավորին տեսանկարահանելով։

ԵԽԽՎ-ն պետք էր և կարող էր Հայաստանի շահերից բխող այս գործընթացը նախաձեռնել։
