Քաղաքական մելամաղձը սպառնում է մեր ժողովրդին․ Դավիթ Տոնոյան

- Պատերազմի ավարտից հետո Հայաստանում եւ մեր երկրի սահմաններից դուրս քննարկվում է Ձեր հայտնի «նոր պատերազմ՝  նոր տարածքներ» արտահայտությունը: Մասնավորապես, հունվարի 18-ի ասուլիսում այն հիշատակեց նաեւ Ռուսաստանի արտաքին գործերի նախարարը: Չե՞ք ափսոսում այդ հայտարարության համար:

 

- Մոտ մեկ ու կես տարի առաջ ԱՄՆ հայ համայնքի հետ հանդիպման ժամանակ արված հայտարարությունն արձագանք էր Ադրբեջանի ռազմաքաղաքական ղեկավարության՝ արցախյան խնդիրը պատերազմի միջոցով լուծելու հայտարարություններին, որոնք «հիմնավորվում էին» բանակցությունների անարդյունավետությամբ:

 

Որքան էլ պնդեն Ալիեւը եւ հայաստանյան քաղաքական որոշ գործիչներ, այդ հայտարարությունը բանակցությունների ձախողման եւ պատերազմի վերսկսման առիթ հանդիսանալ չէր կարող։ Նույն տրամաբանությամբ՝ պատերազմ կարող էր սկսվել ամեն օր, քանի որ Ադրբեջանի ղեկավարները մշտապես խոսում էին խնդրի ռազմական լուծման մասին։ Ավելին, տասնամյակներ շարունակ աշխարհում «չեն նկատում» Ալիեւի այն հայտարարությունները, որ «Երեւանը պատմական ադրբեջանական տարածք է»:

 

Պետք է հստակ ամրագրել, որ հակամարտության խաղաղ քաղաքական կարգավորումից հրաժարված կողմը Ադրբեջանն էր։ Բանակցային գործընթացի խաթարման եւ պատերազմի նախաձեռնողը Իլհամ Ալիեւն էր ու նրան հրահրած եւ բազմակողմանի աջակցություն ցուցաբերած Թուրքիան:

 

Իմ խորին համոզմամբ, 1994 թվականից հետո հայկական զինված ուժերի կողմից զբաղեցրած աշխարհագրական բնագծերի պայմաններում ամրաշինությունը, առաջնագծում մարտական հերթապահության կազմակերպումը եւ սպառազինումը ժամանակակից սպառազինությամբ եւ տեխնիկայով երկարաժամկետ առումով չէին լուծում արցախահայության անվտանգության ապահովման ու տնտեսական զարգացման գերխնդիրը։

 

Ո՞րն էր վերոհիշյալ բնագծերով սահմանազատված տարածքների պահպանման վերջնանպատակը՝ պատմական արդարության վերականգնո՞ւմը, արցախահայության եւ Հայաստանի Հանրապետության երկարաժամկետ եւ կայուն անվտանգության ապահովո՞ւմը, տնտեսական զարգացո՞ւմը, թե՞ Արցախի միջազգայնորեն ճանաչված  կարգավիճակի դիմաց տարածքների վերադարձման վերաբերյալ վարվող բանակցային գործընթացի համար բարենպաստ պայմանների ստեղծումը։
