Լևոն Շիրինյան. «Պետականության նավի ավելորդ կշռաքարերը դուրս մնացին». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Քաղաքագետ Լևոն Շիրինյանը պատասխանելով «Փաստի» այն հարցին, թե խորհրդարանական ընտրությունների արդյունքները քաղաքական տեսանկյունից գոհացուցիչ էին, արդյոք այս ընտրությունները ինչ–որ բան փոխեցին, թե՝ ոչ, պատասխանեց, որ եթե ընտրված ուժերի շահերը համընկնեն, միգուցե ինչ–որ բան փոխվի:

«ՀՀԿ–ն մնաց, որն իր դեմքի մի մասը փոխել էր՝ վարչապետով ներկայացավ, ով էլ բարեփոխիչի կերպար էր ուզում ստեղծել: Ընդհանուր առմամբ քարոզարշավը գնաց այդ ֆոնի տակ: Պիտի հասկանան, որ Հայաստանում այլևս բավարար չափով ռեսուրս չկա վատնելու համար և իրենց վրա է ամբողջ պատասխանատվությունն ընկնում:

Եթե ֆասադային մասը փոխում են, պիտի «ավգյան ախոռներն» էլ մաքրեն: Հանրապետական կուսակցությունը երիտասարդանալու, նորանալու և քաղաքականանալու խնդիր ունի: Փոփոխություններ կան, բայց մտածողությունն էլ պետք է նոր լինի»,– պատասխանեց քաղաքագետը:

Ըստ նրա՝ քաղաքական իշխանությունը կիսվեց Հանրապետականի և «Ծառուկյան» դաշինքի միջև: Եվ եթե հիմա Ծառուկյանը փորձի իր բարեգործությունը և սոցիալական ուղղվածության բոլոր խոստումները բերել քաղաքական էկվիվալենտ, մենք կունենանք ԱՄՆ–ի երկկուսակցական քաղաքական համակարգի նման կառույց:

«Սրանք են գլխավոր դերակատարները: Դաշնակցությունը այստեղ որևէ դեր խաղալ չի կարող, բացի զարդարելուց: Հետո վերջում պիտի ասեն՝ մեր քվեները բավարար չէին, մեզնից ի՞նչ եք ուզում, մենք ոչ մի բան էլ չէինք կարող անել: Իրենք 2000 թ. առաջ էլ կորցրել էին իրենց սոցիալական բովանդակությունը՝ որպես սոցիալիստական կուսակցություն: Հենվում է սրա–նրա վրա և իշխանության մեջ որոշակի տեղ է զբաղեցնում: Ուզեն, թե չուզեն ընդդիմության նիշը զբաղեցնելու է «Ելք» դաշինքը, որն այս ընտրարշավի ամենահամակրելի քաղաքական կառույցն է. երիտասարդ են, նոր են ու թարմ, մանավանդ ժողովրդի մեջ կարողացան երկխոսություն ստեղծել»,– նշեց Լևոն Շիրինյանը:

Վերջինիս կարծիքով նրանց 9 մանդատը բավարար չէ երկրում ինչ–որ բան փոխելու, բայց խիստ բավարար է խորհրդարանում մշտական անհանգիստ վիճակ ապահովելու և որոշումներ պարտադրելու տեսանկյունից:

Քաղաքագետը նաև պնդում է, որ եթե չենք կարող շնորհավորել ժողովրդին լավագույն խորհրդարան ունենալու տեսանկյունից, գոնե կարող ենք շնորհավորել, որ Լևոն Տեր–Պետրոսյանի քաղաքական «աղանդը» ջախջախվեց: Ըստ նրա՝ սա մեծ ձեռքբերում է և նշանակում է, որ հայ ժողովուրդը հստակ ասաց՝ «ոչ մի թիզ հող հող հանձնողին»:

«Բեռնաթափում եղավ, 1990 թ. քաղաքական գործիչների մի համաստեղություն գալիս էր խորհրդարանից խորհրդարան, բայց մենք այլևս դրանց դեմքերը չենք տեսնի: Սա նորույթ է մեր քաղաքական իրականության մեջ: 1990 թթ. քաղաքական մի հոսանք ջախջախվել է Հայաստանում, որը կշռաքարերի նման կախված էր պետության զարգացման և նրա տարածքային ընդարձակման ոտքերից: Հայաստանի պետականության նավում նրանք ավելորդ կշռաքարեր էին: Բեռնաթափումը հաջողություն է և մեծ նվաճում: Հուսանք, որ երիտասարդ ավյունը կաշխատի և երկրում կառաջանա իսկական քաղաքական իրավիճակ»,– հավելեց մեր զրուցակիցը:
