Էլեկտրաէներգիայի սակագները վերանայվեցին

Դեկտեմբերի 29-ին Հանրային ծառայությունները կարգավորող հանձնաժողովը որոշում է կայացրել վերանայել բաժանորդներին մատակարարվող էլեկտրաէներգիայի սակագինը հաջորդ տարվա փետրվարի 1-ից։ Հանձնաժողովի նիստի ընթացքում բարձրաձայնած փաստարկների համաձայն` էներգահամակարգում ֆինանսական բաց կա, որը լրացնելու համար ուսումնասիրվել եւ վերլուծվել են են համակարգի բոլոր օղակների ծախսերը։ Սակագնի բարձրացման վրա ազդել են մի շարք գործոններ՝ ատոմային էլեկտրակայանի երկարաժամկետ կանգառը, փոխարժեքի տատանումը և այլ գործոններ։

ՀԾԿՀ նիստի ընթացքում որոշում կայացվեց սպառողներին վաճառվող էլեկտրական էներգիայի միջին կշռված սակագինը բարձրացնել 2,27 դրամ/կՎտ/ժ-ով (ներառյալ ԱԱՀ-ն)։ Միևնույն ժամանակ, որպեսզի այս թանկացումը բնակիչ բաժանորդների վրա զգալի բեռ չդառնա, հանձնաժողովն առաջարկեց սոցիալապես անապահով ընտանիքների և ամսական մինչև 400 կՎտ/ժ սպառում ունեցող բնակիչ-բաժանորդների համար գործող սակագները թողնել անփոփոխ, իսկ մնացած սպառողների համար բարձրացնել 3 դրամով։

Նիստի ընթացքում նշվեցին նաեւ դրական գործոնները, որոնք ազդել են սակագնի վրա, ինչպես, օրինակ՝ «Հայաստանի էլեկտրական ցանցեր» ընկերության մասով առկա էական տնտեսումը, որը մոտ 11 մլրդ դրամ է կազմում։ Մասնավորապես, ՀԷՑ-ի ընթացիկ ծախսերը կրճատվել են կորուստների (11,03%-ից 7,5%, 8,5 մլրդ դրամի տնտեսում), աշխատավարձի ֆոնդի (1 մլրդ դրամի տնտեսում) և շահագործման այլ ծախսերի (1 մլրդ դրամի տնտեսում) նվազեցման  արդյունքում։ Այլ կերպ ասած, եթե միայն հաշվի առնվեին ՀԷՑ-ով պայմանավորված գործոնները, սակագինը կարող էր նվազել 2,3 դրամով (ներառյալ ԱԱՀ-ն)։

Ընկերության այս արդյունքները հնարավոր է եղել գրանցել նաեւ Ընկերության ներդրումային ծրագրի իրականացման արդյունքում։ Ի դեպ, ՀԷՑ-ը, չնայած համավարակին ու պատերազմական իրավիճակին, այս տարի շարունակել է 10-ամյա 726 մլն դոլար արժողության ներդրումային ծրագրի իրականացման գործընթացն աննախադեպ՝  92 մլն դոլարի չափով։ Ծրագրի նպատակն է էլեկտրաէներգիայի կորուստների, ընթացիկ ծախսերի հետագա նվազեցումը և մատակարարվող ծառայությունների, սպասարկման որակի բարելավումը։
