Պուտինը մտածում է հեռանալու մասին. ինչի՞ մասին պետք է մտածի Հայաստանը

ՌԴ նախագահ Պուտինը անցնող շաբաթ ստորագրել է նախկին նախագահների հետպաշտոնեական անվտանգության երաշխիքները և անգամ կարգավիճակը բարձրացնող օրենքը, որ ընդունվել է Պետդումայում:

Օրենքի այդ նախագծի հայտնվելն ինքնին առաջացրել էր հետաքրքրություն, թե Սահմանադրության փոփոխությամբ իր համար գործնականում ցմահ նախագահության իրավունք ապահոված Պուտինն ինչու է հանկարծ մտածում նախկին նախագահների անվտանգության երաշխիքները և կարգավիճակը բարձրացնելու մասին:

Իսկ այդ օրենքով նախատեսվում է, որ նախկին նախագահը դառնում է ցմահ սենատոր՝ դրանից բխող անձեռնմխելիությամբ, և դրանից բացի, նաև էապես սահմանափակվում են նրան մեղադրանք ներկայացնելու, և ներկայացնելու դեպքում էլ պատասխանատվության ենթարկելու հնարավորություններն ու տարբերակները։ Գործնականում ապահովվում է դե ֆակտո լիակատար անձեռնմխելիություն: Ո՞ւմ համար է անում դա Պուտինը:

Հազիվ թե ռացիոնալ է մտածել, թե դա արվում է այլ նախագահի համար, եթե ընդամենն ամիսներ առաջ ՌԴ նախագահը արեց Սահմանադրության փոփոխություն, որով ստացավ ևս երկու ժամկետ առաջադրվելու, այսինքն՝ 2024 թվականից հետո ևս 12 տարի նախագահ մնալու հնարավորություն:

Մյուս կողմից, հազիվ թե Պուտինը զբաղված է ձևականությամբ՝ նախկին նախագահների անձեռնմխելիության, կամ պարզապես իր հետնախագահական անձեռնմխելիության և կարգավիճակի հարցեր լուծելով: Օրենքի առկայությունը նշանակում է, որ ՌԴ վերնախավում լրջորեն քննարկվում է նախագահի փոփոխության հեռանկար և տարբերակ, և Պուտինն առկա է այդ քննարկումներում:

Անկասկած է, որ քննարկումները պայմանավորված են թե՛ ներքին, թե՛ արտաքին էական գործոններով, դրանց հավանական դասավորության սցենարային տարբերակներով:

Մի բան է պարզ, որ Ռուսաստանում իշխանության հարցը մոտենում է լրջագույն փուլի: Այդ հարցը նշանակալի է ամբողջ աշխարհի համար, և առավել ևս Հայաստանի, որը ՌԴ, թերևս, ամենամեծ արտաքին ազդեցության գոտիներից մեկն է, հատկապես նոյեմբերի 9-ից հետո: Իսկ դա նշանակում է, որ Հայաստանի համար ՌԴ իշխանության հարցը հատկապես գերզգայուն է, թերևս հենց Հայաստանի իշխանության հարցին հավասարազոր:

Խնդիրն այն չէ, թե ով է փոխարինելու Պուտինին՝ Իվանովը, Պետրովը, թե Սիդորովը: Խնդիրն այն է, թե այդ փոփոխությունն ինչ տրամաբանությամբ է կատարվելու, հետևաբար՝ ՌԴ քաղաքականության ինչ փոփոխություն է ենթադրելու, այդ թվում՝ Կովկասում: Փոխվելո՞ւ է քաղաքականությունը, եթե լինի նախագահի փոփոխություն, և դեպի ո՞ւր:

Ռուսաստանում գերիշխելու է Կովկասում ամրանալո՞ւ, թե՞ Կովկասը սակարկելու և ամրությունը Հյուսիսային Կովկասում կառուցելու ռազմավարություն: Նախագահի փոփոխությունը ենթադրելու է Արևմուտքի հետ մերձեցո՞ւմ, թե՞ հայացք Չինաստանի ուղղությամբ՝ ընդդեմ Արևմուտքի: Այդ դեպքում ինչ է սպասվում ռուս-թուրքական հարաբերությանը, ըստ այդմ՝ այդ մուրճի և սալի արանքում գտնվող Հայաստանին: Անշուշտ, Պուտինը մտածում է հեռանալու տարբերակի մասին և պատրաստում դրա համար անհրաժեշտ նախադրյալ, ինչը, իհարկե, ամենևին չի նշանակում, թե անպայման կայացվելու է հեռանալու մասին որոշում:

ՌԴ վերնախավը այդ հարցում դեռևս քննարկումների մեջ է: Բայց Հայաստանին պետք է առավելագույնս ուշադիր լինել դրանց, բնականաբար, կոնֆիդենցիալ խողովակների հնարավոր առատությամբ, և պատրաստ լինել այդ քննարկումների որևէ եզրահանգման և որոշման:
