Երևանի ավագանին հաստատեց քաղաքի 2021-ի բյուջեն

Երևանի ավագանին 5-րդ նստաշրջանի 4-րդ նիստի ժամանակ հաստատեց մայրաքաղաքի 2021 թվականի բյուջեն:

«2021 թվականին Երևանի համար առաջնահերթ է համարվելու հնգամյա ծրագրի տրամաբանությունը, և սկզբնական ժամանակաշրջանի համար իրագործվելու են այն նոր և շարունակական ծրագրերը, որոնք միտված են լինելու տարածքային համաչափ և կայուն զարգացմանը, ինչպես նաև բարեկարգ, հարմարավետ և հաճելի միջավայր ունենալուն»,- նշեց զեկուցող՝ քաղաքապետի տեղակալ Սերգեյ Ներսիսյանը:

 

Նա ընդգծեց, որ Երևանի 2021 թվականի բյուջեում նախատեսվում է եկամուտների գծով՝ 92 մլրդ 420 մլն 288 հազար 700 դրամ, ծախսերի գծով՝ 100 մլրդ 776 մլն 765 հազար 500 դրամ, իսկ դեֆիցիտը (պակասուրդը)` 8 մլրդ 356 մլն 476 հազար 800 դրամ։ Երևան քաղաքի 2021 թվականի բյուջեի վարչական մասի պահուստային ֆոնդից «Ասիական բանկի աջակցությամբ իրականացվող քաղաքային ենթակառուցվածքների և քաղաքի կայուն զարգացման ներդրումային երկրորդ ծրագրի համակարգում և կառավարում (պատվիրակված լիազորություններ)» ծրագրի իրականացման համար կհատկացվի 5 մլրդ 897 մլն 083 հազար դրամ բյուջետային ծախսերի տնտեսագիտական դասակարգման «Այլ ծախսեր» հոդվածով:

Բյուջեի հաստատմամբ նախատեսվում է թույլատրել Երևանի քաղաքապետին սահմանել սույն որոշմամբ հաստատված առողջության ապահովագրության ծրագրով նախատեսված ծառայությունների ցանկը, շահառուների որոշման չափորոշիչները և իրականացման կարգը, ինչպես նաև բյուջետային ծախսերի տնտեսագիտական դասակարգման դրամաշնորհների և սուբսիդիաների համար նախատեսված հոդվածներով հատկացումների վերծանումը՝ ըստ ստացող կազմակերպությունների։

Քաղաքապետի տեղակալ Սերգեյ Ներսիսյանը նաև ընդգծեց, որ հունվարի 1-ից ուժի մեջ են մտնում գույքահարկի մասին օրենքի փոփոխությունները, որոնցով գույքահարկը բարձրանում է, դրա արդյունքում 2021 թվականի բյուջեում հարկային եկամուտները 2019-ի փաստացի հավաքագրված հարկային եկամուտներից ավելի են շուրջ 41 տոկոսով:

Որոշումն ընդունվեց միաձայն` 34 կողմ ձայներով:
