Փող չունենք երկիր պահենք, նախարարների վոյաժների համար ենք վճարում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

2016 թվականի ընթացքում Միջազգային ինտեգրման և բարեփոխումների նախարարությունը, որը դեռ «երեկ» նույնիսկ կայք չուներ, 2016 թվականին բավականին թանկ է նստել մեր բյուջեի վրա: Ի թիվս գերատեսչական այլ ծախսերի, ողջ տարվա ընթացքում իրականացրած 16 ուղևորության համար նախարարությունը 18116153 դրամ է ծախսել:

Հետաքրքիր է, որ ուղևորության գումարից բացի 13887800 դրամ էլ ծախսվել է արտասահմանյան ուղևորությունների ժամանակ «գնում չհանդիսացող այլ ծախսեր» անվան տակ:

Այսինքն, տարեկան միայն 32003953 դրամ ծախսվում է այս ու այն կողմ գնալու վրա, սակայն այդպես էլ հասկանալի չէ, թե այն ինչքանով է ազդել Հայաստանի միջազգային ինտեգրման մակարդակը բարձրացնելու վրա: Ինչ վերաբերում է ներկայացուցչական ուղևորություններին, ապա Հայաստանին ոչինչ չտվող նման ուղևորությունների վրա գումար ծախսելու փոխարեն ավելի լավ կլիներ, որ այդ գումարները ծախսվեր այնպիսի բարեփոխումների վրա, որը նաև ուրիշները տեսնեին:

Հետաքրքիր է նաև, որ այս գերատեսչությունը, որի գոյությունից և գործունեությունից ընդհանրապես շատ քչերն են գլուխ հանում, ընդամենը մեկ ավիատոմս գնելու համար ծախսել է ոչ ավել, ոչ պակաս՝ 5870000 դրամ:

«Փաստը» փորձեց պարզել, թե որ ուղղությունների դեպքում կարող է երկկողմանի տոմսի արժեքը հասնել մոտ 12 հազար դոլարի:

Ուսումնասիրությունները ցույց տվեցին, որ նույն ուղղության էկոնոմ և բիզնես դասերի ավիատոմսերի գները, կախված ուղղությունից և թռիչքն իրականացնող ընկերությունից կարող են մինչև 10–ից 13 անգամ թանկ լինել:

Այսինքն, եթե օրինակ Երևան–Մոսկվա–Լոս–Անջելես ուղղությամբ երկկողմանի էկոնոմ դասի ավիատոմսը կարելի է ձեռք բերել մոտ 430000 դրամով, ապա նույն տոմսի բիզնես դասի տոմսի արժեքը 5700000 է, այսինքն մոտ 12 հազար դոլար: Եվ Հայաստանի նման համեստ բյուջե ունեցող երկրի որևէ պաշտոնյա կարող է իրեն նման շռայլություններ թույլ տալ և հարկատուների գումարներով իրեն լավ զգալ:

Հետո էլ վարչապետն ասում է, թե թոշակները չեն կարող բարձրացնել, որովհետև բյուջեում փող չկա: Բա եթե թոշակառուների բերանից կտրեք, նախարարներին բիզնես դասով գործուղումների ուղարկեք, ոչ բյուջեում փող կմնա, ոչ էլ թոշակները կբարձրանան: Բայց հարց է ծագում, թե ինչու պետք է այս կամ այն պետական պաշտոնյայի ինքնազգացողությունը և ինքնագնահատականը բարձրացնելու համար ազգովի գումար տանք, որ հա՛մ 13 անգամ թանկ ավիատոմս գնի, համ էլ հարկատուների գումարների հաշվին ինքնահաստատվի: Փող չունեք երկիր պահեք, նախարարների վոյաժների համար ուրիշներին ե՞ք հարստացնում:

Ինչ վերաբերում է «Փաստի» անդրադարձին, թե այս գերատեսչությունն այնքան է դրսերով տարված, որ նույնիսկ մի սեփական կայք չունի, տեղեկացնենք, որ սխալն արդեն հասցրել են ուղղել: Սակայն վերջին լուրը, որը «պատմում» է, թե առհասարակ ինչով է զբաղվում Վաչե Գաբրիելյանը, անցյալ տարվա վաղեմության է և հիմա էլ տպավորությունն այնպիսին է, թե Միջազգային ինտեգրման և բարեփոխումների նախարարությունում ժամանակը կանգ է առել:
