ՊԵԿ–ը հարկային օրենսգրքի մշակման գործընթացում հանրությա՞նն է ներգրավում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի Հանրապետության հարկային օրենսգրքի նախագծի լրամշակման շուրջ ներկայում ընթանում են ակտիվ քննարկումներ ԿԱ Պետական եկամուտների կոմիտեի հարկային խորհրդում: Օրենսգրքի նախագիծը արդեն իսկ տեղադրված է Պետեկամուտների կոմիտեի պաշտոնական կայքում: Սակայն բացի պետական ապարատի աշխատողների ներգրավմանը օրենսգրքի նախագծի մշակման աշխատանքներում, պարզվում է՝ հարկայինը որոշել է նաև հասարակ քաղաքացիների կարծիքն իմանալ գերատեսչության աշխատանքների, դրանում անհրաժեշտ բարեփոխումների վերաբերյալ:

ՀՀ հարկային ծառայության կայք այցելելիս անմիջապես մի պատուհան է բացվում և առաջարկում մասնակցություն ունենալ հարկային օրենսգրքի նախագծի մշակման գործընթացին: Ավելի ստույգ՝ դա մի հարցում է, որ բաղկացած է ընդամենը երեք հարցից՝ հարկային ոլորտի այս կամ այն ենթակառուցվածքի բարեփոխման անհրաժեշտության վերաբերյալ: Հարցերից բացի, դրանից ներքև ընկած հատվածում առանձնացված պատուհանում հարցվողները կարող են ավելի մանրամասն ներակացնել իրենց կարծիքներն ու առաջարկությունները օրենսգրքի մշակման գործում: Այդտեղ նաև ասվում է, որ հարցվողի կողմից կատարված մուտքագրումներն ուղղակիորեն ազդեցություն են ունենալու Հայաստանի Հանրապետության հարկային օրենսգրքի բարելավմանը:

Մասնավորապես կայքի այցելուների համար բացված պատուհանում ասվում է, որ այցելուները նույնպես հնարավորություն ունեն մասնակից դառնալ հարկային օրենսգրքի մշակմանը՝ պատասխանելով այդ հարցերին: Բացի այդ ասվում է, որ մեր կողմից ներկայացված բոլոր բովանդակային առաջարկությունները կքննարկվեն և կամփոփվեն ՀՀ ԿԱ Պետական եկամուտների կոմիտեի մասնագետների կողմից:

Առաջին հարցը այն է, թե գործող հարկերի և պարտադիր վճարների տեսակներից ո՞րը կամ որո՞նք ունեն բարեփոխման անհրաժեշտություն, իսկ որպես տարբերակներ են առաջարկվում շահութահարկը, եկամտահարկը, ԱԱՀ–ն, ակցիզային հարկը, գույքահարկը և այլն:

Այնուհետև հարկայինից հետաքրքրվում են, թե հարկային հաշվառման և հաշվետվության համակարգում ո՞ր բնագավառը կամ բնագավառներն ունեն բարեփոփոխման անհրաժեշտություն:

Վերջին հարցն էլ վերաբերում է հարկային վարչարարությանը, մասնավորապես թե դրա ո՞ր բնագավառը կամ բնագավառներն ունեն փոփոխման անհրաժեշտություն, առաջարկվող տարբերակներն են հարկային հսկողությունը, հարկ վճարողների հաշվառումը և այլն:

Հարկային ոլորտում անհրաժեշտ բարեփոխումների հարցերին հետևում է կոնկրետ հարցվողին առնչվող հարցուփորձ, նախևառաջ հարցվողից խնդրում են մանրամասնել վերջինիս գործունեության վերաբերյալ հետևյալ տեղեկությունները՝ ինչպիսի՞ն է նրա բիզնեսի կազմակերպաիրավական տեսակը (որպես հուշող պատասխաններ են նշված՝ ՍՊԸ, ՓԲԸ, ԲԲԸ, ԱՁ, բիզնեսով չեմ զբաղվում), այսինքն՝ հարցերին պատասխանողը բիզնես ունի՞, բիզնես ոլորտին ծանո՞թ է կամ որևէ առնչություն ունի՞ դրա հետ:

Վերջում էլ հարցման հեղինակները ակնկալում են ստանալ հարցվողի կոնտակտները՝ անուն–ազգանունի, էլեկտրոնային հասցեի և հեռախոսահամարի տեսքով՝ հարցերի, ճշտումների կամ հետագա քննարկումների անհրաժեշտությունից ելնելով. «Ցանկալի կլիներ ունենալ հարցման մասնակցի կոնտակտային տվյալները»,– նշված է այնտեղ:
