«Քյանդրբազություն սատանի մայլում». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հանրապետական կուսակցության նախընտրական քարոզարշավն ինչպես և սպասելի էր, աչքի էր ընկնում լայն ֆինանսական և այլ ռեսուրսների կիրառմամբ և ներգրավմամբ։ Սա հասկանալի է, քանի որ բնականաբար իշխանության կուսակցությունը օգտագործելու էր, ինչպես նախկինում, իր բոլոր վարչական ռեսուրսները։ Այս ռեսուրսների իրականացումն ապահովելու էր ՀՀԿ քարոզչության արտաքուստ բազմամարդությունը, քանի որ կառավարման բոլոր օղակների ու նույնիսկ կրթօջախների վրա մարդաքանակի ապահովման խնդիր էր դրվում։ Որքան էլ այս գործելաոճը տարօրինակ է զարգացած հասարակարգերում, այնուամենայնիվ, պետք է ընդունենք, որ հայաստանյան իրականության մեջ այս երևույթը լայն տարածում ունի։

Սակայն միաժամանակ այս գործելաոճը բավական տհաճ է նայվում առնվազն Գյումրիում Հանրապետականի քարոզչության ֆոնին։ Չցանկանալով Գյումրին և Շիրակի մարզը գնահատել որպես ընդդիմադիր, ինչը հաճախ արվում է, պետք է շեշտել, որ իշխանության դիրքերն այստեղ և անցած խորհրդարանական և նախագահական ընտրություններում շատ թույլ է եղել։ Պատճառը կարծես թե հասկանալի է՝ Շիրակը ամենածանր վիճակում գտնվող մարզն է։ Սակայն սա նկատի ունենալով Հանրապետականը, ինչպես նախորդ տեղերում, իր քարոզարշավը տանում էր միևնույն սկզբունքներով՝ ապահովել մարդաքանակ։

Սրան ավելացավ նաև Գյումրիում ՀՀԿ առաջնորդների փոքր–ինչ զավեշտալի կեցվածքը։ Գրեթե բոլոր ելույթ ունեցողները՝ թերևս նկատի ունենալով շիրակցիների հումորը, հանդես էին գալիս անեկդոտներով։ Սա ամենաթույլ տակտիկան էր, որի միջոցով Հանրապետականը փորձում էր շահել շիրակցիների վստահությունը, քանի որ, համաձայնենք, Հանրապետական ողջ կուսակցությունը չի կարող գոնե հումորի հարցում մրցակցել շիրակցիների հետ։

Սակայն սա ցույց է տալիս նաև այն փաստը, որ իշխանության կուսակցությունը պարզապես չգիտի ինչպես մոտենալ ծանր սոցիալ–տնտեսական պայմաններում գտնվող մարզի ազգաբնակչությանը։ Հումորն անշուշտ վատ բան չէ, սակայն, երբ այդ հումորը ամենախիստ գծերով հակասության մեջ է մտնում իրականության հետ, ապա պետք է նշել, որ այն արդեն սկսում է սրել հանրային տրամադրությունները։

Այստեղ պետք է շեշտել, որ սա բոլորվին էլ չի նշանակում, թե իշխանության կուսակցությունը պետք է առանձնահատուկ վերաբերմունք դրսևորեր Շիրակում քարոզչության պարագայում, քանի որ մեկ ամսվա նախընտրական քարոզչությունը շատ քիչ է շիրակցու և ընդհանրապես հայաստանցու վստահության քվեն շահելու համար։ Իսկ այդ վստահությունը իշխանության կուսակցությունը պարզապես չունի իր տարիների գործունեության արդյունքում։ Ընդ որում պետք է շեշտել, որ այդ վստահության քվեն չի լինում և չի արտահայտվում ընտրություններում հավաքած տոկոսների տեսքով։ Գաղտնիք չէ, որ իշխանության կուսակցությունն իր տոկոսները հավաքում իր տարատեսակ վարչական և այլ լծակների կիրառմամբ, սակայն միաժամանակ հասկանալի է նաև, որ այդ լծակները կարող են ապահովել տոկոսներ, բայց ոչ երբեք իրական հանրային վստահություն և հավատ։
