«Հիմա ռեյտինգը վերածվել է ռինգի». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեր հյուրն է քաղաքագետ Լևոն Շիրինյանը

– Պարոն Շիրինյան, հետևո՞ւմ եք քարոզարշավին, ի՞նչ տպավորություն ունեք և ի՞նչ գնահատական կտաք։

– Լևոն Տեր–Պետրոսյանին և նրա ղոնամներին ընդհանրապես չեմ ուզում տեսած լինել։ Լևոնականներին չեմ ուզում, որովհետև նրանց խաղաղության ծրագիրը մեր ժողովրդի համար մահաբեր է՝ մահաբեր խաղաղություն է։ Մնացածը սրացումներ են։ «ՕՐՕ»–ն և «ԵԼՔ»–ը անընդհատ գործընթացը քաղաքականացնում են։ Բայց հիմա ընտրությունները ոչ թե ռեյտինգային են, այլ ռինգային։ Հասարակությունը բևեռանում է և կարծես թե դասակարգային երանգավորում ստանում։ Մի կողմում պլուտոկրատիան է՝ փողի քսակատերերը, որոնք համառորեն ուզում են ոչ միայն իշխանությունը ժողովրդին չհանձնել, այլև կիսել չեն ուզում ժողովրդի հետ, ուր մնաց, թե հանձնեն։

Մյուս կողմից էլ՝ մնացածները ուզած–չուզած պիտի դեպի ժողովուրդը թեքում ունենան։ «ՕՐՕ»–ն եթե դեպի ժողովուրդը թեքում չունենա, աջակցություն չի ստանա։ Նույնը նաև «ԵԼՔ»–ի դեպքում։ Սրանք ժողովրդի վրա պիտի կարողանան հենվել։ Մյուսներն էլ են իհարկե ժողովրդից խոսում, բայց մենք գիտենք դա՝ տասնյակ տարիներ ժողովրդին նույն բաներն են ասել։ Տարօրինակ ձևով անընդհատ ասում են՝ պիտի անենք, մենք էլ պիտի պատասխանենք՝ անեիք էլի։

Տպավորությունս այնպիսին է, որ առանձնապես բան չկա։ Իրենց համար առանձին քթի տակ խոսում են, օրենսգրքի հաջողություններից էլ են խոսում։ Սակայն այդ օրենսգիրքն է սպանդը կազմակերպում, այդ օրենսգիրքը ծնում է սպանդ՝ իրար ջարդում են մանդատ ստանալու համար։

Ինչ–որ անում են այսօր՝ մարդկանց հայացքը դեպի քաղաքական գործիչ թեքելն է, թեքում են դեպի մի մարդ, որը բիզնեսի աշխարհից է և քաղաքականության մեջ առանձնակի դերակատարություն չի էլ ունեցել։

Հիմա սա բնական վիճակ է. քաղաքական կուսակցություններն իրենց կամքով կամ կամքից անկախ մեռան։ Եթե կուսակցությունները լինեին նորմալ, այսպես չէր լինի։ Բայց չքացել են, ծառերի տակ են թաքնվել։

– Քարոզարշավը անընդհատ ուղեկցվում է միմյանց վրա հարձակումներով, դանակահարություններ են լինում, մեկը մյուսին վարկաբեկում է, սա նորո՞ւյթ է, թե հին բարքերի կրկնություն։

– Այն, որ մենք չենք ունեցել լավ քաղաքական մշակույթ երրորդ հանրապետության տարիներին, դա փաստ է։ Բայց 90–ական թվականների սկզբներին այդպես չէր։ Մեծ հույս կար, ջանք կար, սակայն հիմա հակամշակույթ է ձևավորվել։ Իսկ այս գործող ընտրական օրենսգիրքը ծնում է ընտրական հակամշակույթ, առնետների պես լցվել են մի որևէ օկրուգում, նույն կուսակցությունից տարբեր մարդիկ իրար են հոշոտում։ Հիմա ռեյտինգը վերածվել է ռինգի, եթե լիներ հանրապետության մասշտաբով, այդ ծեծուջարդը չէր լինի։

– Մեզ մոտ ընտրությունները քաղաքակիրթ տարբերակով չե՞ն կարող անցնել։

– Իհարկե` ոչ։ Երբ մարդիկ անօրինական կերպով հարստանում են, համակարգը ծնում է այս վիճակը։ Քանի կա կոռուպցիան, այդպես է լինելու, դեռ ավելի վատանալու է։ Սա պետությունը թուլացնում է, ճանապարհը անընդհատ նեղացնում, փակուղին դառնում է բացարձակ։
