Վարչակարգի «գերիները». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս մի շարք հասարակական կազմակերպությունների համատեղ ջանքերով հրապարակվեցին դպրոցների և մանկապարտեզների տնօրենների հետ հարցազրույցների ձայնագրությունները, որտեղ վերջիններս խոստովանում էին Հանրապետական կուսակցության համար տարատեսակ ցուցակների կազմման մասին։ Այս տեղեկությունը շատ թե քիչ նորմալ երկրում նախընտրական շրջանում կդառնար ընտրական ամենամեծ սկանդալը և կստվերեր ամբողջ ընտրական գործընթացը։

Սակայն Հանրապետական կուսակցության տարածած հայտարարության մեջ անազնիվ գործելաոճի մեղադրանքի արժանացան այդ նույն հասարակական կազմակերպությունները, իսկ Հանրապետականի կանանց թևի կարկառուն ներկայացուցիչ, ԱԺ փոխխոսնակ Հերմինե Նաղդալյանի կարծիքով` տնօրենների կատարածն ընդամենը կազմակերպչական աշխատանք էր։

Անշուշտ, պետք է շեշտել, որ ըստ էության հրապարակված ձայնագրությունները բացահայտեցին միայն այն, ինչ հայտնի էր բոլորին և շատ վաղուց։ Որքան էլ ցավալի է նշել, համապետական բոլոր ընտրություններում կրթօջախների անձնակազմն ամենալայն մասնակցությունն է ունեցել վարչական ռեսուրսի կիրառման և ընտրակեղծիքների գործում։ Սա փաստ է, որը պետք է ընդունել ի գիտություն և փորձել պայքարի միջոցներ մշակել։ Ըստ էության, մենք այս առումով հաճախ լսում ենք զգացմունքային հարթության մեջ գտնվող տարատեսակ հայտարարություններ ուսուցչի անբիծ կերպարի, դերի և նման բաների մասին, սակայն թերևս այդ ժամանակները վաղուց արդեն անցել են։ Ըստ էության կրթօջախների անձնակազմը հասարակության լայն շերտերի հետ ամենամեծ շփում ունեցող հատվածն է և միայն այսքանը բավարար է, որպեսզի ցանկացած իշխանություն ցանկանա վերահսկողության տակ պահել այս ռեսուրսը։

Պետք է շեշտել նաև, որ այս ձայնագրությունները բոլորովին էլ չեն նշանակում, թե այս տնօրենների շարքում չկան պարկեշտ մարդիկ, ովքեր իրենց վրա առկա ճնշումների արդյունքում են դիմում նման գործելաոճի։ Այստեղ, իհարկե, կարող են հնչել տարբեր մեղադրանքներ, սակայն այդուհանդերձ համաձայնենք, որ հնարավոր չէ և տրամաբանական էլ չէ բոլորից պահանջել հերոսականություն և ընդդիմադիրություն։

Խնդիրն այստեղ ոչ այնքան մարդկային կամ քաղաքացիական որակների մասին է, այլ այն մթնոլորտի, որն ստեղծվել է առկա իշխանության գործունեության արդյունքում։ Այդ մթնոլորտը, վախի, ծառայամտության մթնոլորտն է, որը չի խնայում ոչ պարկեշտին, ոչ էլ ամեն գնով ռեժիմին ծառայող նվիրյալներին։

Այս տեսանկյունից պետք է նշել, որ հասարակական–քաղաքական գործիչների գործունեությունը պետք է միտված լինի առաջին հերթին մթնոլորտի փոփոխությանը, առաջին հերթին, նույն այդ հասարակական–քաղաքական դաշտը պետք է ի զորու լինի պաշտպանել իշխանությանը չենթարկվող տնօրենին, և ավելին` պետք է նույն այդ տնօրենի կամ ուսուցչի կամ ընդհանրապես ցանկացած չինովնիկի մոտ վստահություն ներշնչի, որ կարող է պաշտպանել նրան ռեժիմի ոտնձգություններից։ Իսկ այդ վստահությունը, ինչպես տեսնում ենք, առանձնապես մեծ չէ, և այստեղ մեղքի իրենց բաժինն ունեն նաև ընդդիմությունն ու հասարակական կազմակերպությունները։ Հակառակ դեպքում ուսուցչի սուրբ, անբիծ կամ մաքրամաքուր կերպարի մասին լոլոներով իրավիճակ չի փոխվելու։
