Ո՞վ և որտեղի՞ց է բերել Ալիևի մատնանշած մեծաքանակ զենքը

Չնայած Արցախում դեռևս շարունակվում են թեժ ու արյունալի մարտերը, տեղեկատվական ճակատում դրանք նույնպես պակաս առաջնային չեն և հաճախ դառնում են տարբեր ապատեղեկատվությունների և հանրությանն իրականությունից շեղելու թիվ մեկ գործիքը։

Օրերս իր հարցազրույցներից մեկում Իլհամ Ալիևն իր ակնհայտ զարմանքն էր հայտնել և նշել, թե զարմանալի է այն փաստը, որ հայկական զինուժն այս ծավալի զենք ու զինամթերք ունի։

Սերժ Սարգսյանն իր վերջին ասուլիսի ժամանակ բավական ուշագրավ բացահայտում հրապարակեց, որով մի շարք հարցերի տրվեցին սպառիչ պատասխաններ։ Նախագահ Սարգսյանը նշել է, որ իր նախագահության տարիներին Ռուսաստանից Հայաստան է ներմուծվել 50 հազար տոննայից ավելի զենք և զինամթերք։ Ավելին, երրորդ նախագահը պարզաբանել է նաև, որ երբ խոսքը գնում է ռազմատեխնիկական օժանդակության մասին, ապա կա մի կարևորագույն պայման՝ այդ ապրանքի դիմաց գումար չի վճարվում։ Այդ թվում «Իսկանդեր» և «Տոչկա-Ու» տեսակի հրթիռա-համազարկային կայանքներ։ Հիշյալ հատկացումներին, թերևս, պետք է հավելել նաև 200 միլիոն դոլարի և 100 միլիոն դոլարի նախատեսված վարկային պայմանավորվածություններով նույնպես ձեռք են բերվել համապատասխան միջոցներ։ Ըստ էության՝ Ալիևն ինքն է այս մասին փաստում, որ ՀՀ-ն այդ տարիների ձեռք է բերել մոտ 2,7 մլդ դոլարի զենք։

Այստեղ կարևոր է արձանագրել մի կարևոր հանգամանք․ այս ընթացքում ամենատարբեր շրջանակներ և ռազմական դիսկուրսում ներառվածություն ունեցող ներկայացուցիչներ անընդհատ շեշտում են ու շահարկում, թե ՀՀ-ին որտեղի՞ց նման ծավալի զենքեր ու միջոցներ․ նման մանրամասներին տիրապետելուց հետո միանգամից ակնհայտ է դառնում, թե իրականում ում օրոք է ձեռք բերվել և պահեստավորվել այդ չափի զինամթերք։ Իրականում այստեղ խոսքը գնում է բավական մեծ գումարների ու զենքի ծավալների մասին, որոնց մասին ոչ մասնագետներն ու բանակի մասին կենցաղային պատկերացումներ ունեցողները չեն կարող ռեալ պատկերացում ունենալ։

Փաստ է, որ պետք է գնահատել մարդկանց և պետական գործիչների ունեցած ավանդները, որոնք, անշուշտ, անուրանալի են և արժանի են արձանագրման։ Ցանկացած հասարակություն, ինչպես նաև իշխանությունը, որը փորձում է պարբերաբար անտեսել ու քողարկել անցյալի գործիչների ունեցած ավանդն ու ներդրումը` ուղղակիորեն կտրում է իր` անցյալի հետ ունեցած պորտալարը և անմիջական հարված հասցնում պետության շարունակականության վրա՝ դրանով իսկ արհեստականորեն կանխելով պետության զարգացումը։ Ավելին՝ տարիներ շարունակ ծավալված այդ դիսկուրսն այսօր միանշանակ թուլացնում է մեզ։
