Այդպե՞ս է ՆԱՏՕ-ն պատասխանում Հայաստանին

ՆԱՏՕ գլխավոր քարտուղար Յենս Ստոլտենբերգը դաշինքի պաշտպանության նախարարների հոկտեմբերի 22-ի հանդիպումից հետո կոչ է արել Թուրքիային օգտագործել ազդեցությունը Ղարաբաղում պատերազմը կանգնեցնելու համար:

Ստոլտենբերգի կոչին նախորդել էր Հայաստանի նախագահի այցը Բրյուսել եւ հանդիպումը ՆԱՏՕ-ի գլխավոր քարտուղարի հետ: Չի բացառվում, որ կոչն այդ հանդիպման արդյունք է: ՆԱՏՕ-ն իր անդամ Թուրքիայի վրա ազդեցություն ունի՞, թե ոչ: Օրինակ, չնայած ՆԱՏՕ-ի հորդորներին, Էրդողանը շարունակեց Ռուսաստանի հետ C 400-ների գործարքը: Մյուս կողմից, դժվար է վստահաբար պնդել, թե ՆԱՏՕ-ի համար այդ գործարքը աներկբա մերժելի էր:

Ի վերջո, եթե դաշինքն ազդեցություն ունի Թուրքիայի վրա, ապա փաստացի հասանելիության տիրույթում է հայտնվում ռուսական հակաօդային պաշտպանության գովական տեխնոլոգիան, ինչը կարող է ՆԱՏՕ-ի համար դառնալ ուսումնասիրության առարկա: Ըստ այդմ, միարժեք պնդել, թե գործարքի դեմ ՆԱՏՕ-ի հայտարարություններն արտացոլում էին իրական պատկերը, թերեւս չարժե:

Այդպիսով, ակնհայտ է, որ Հյուսիսատլանտյան դաշինքն ինքնին ի վիճակի է ազդեցիկ լինել Թուրքիայի համար, բայց ընդհանուր հայտարարի գալու դեպքում: Իսկ այդպիսի ընդհանուր հայտարարար կարծես թե չկա, հաշվի առնելով նաեւ այն, որ ՆԱՏՕ-ն ուղիղ չի էլ քննարկել արցախյան պատերազմը, որ սանձազերծել է իր անդամ Թուրքիան:

Մյուս կողմից, քանի դեռ Թուրքիայի այդ քայլը համարժեք գնահատված եւ դատապարտված չէ, անգամ չխոսելով արգելակման մասին, ՆԱՏՕ-ն ինքը դառնում է դրա մեղսակից: Իսկ տվյալ պարագայում ոչ միայն պատերազմի մեղսակից, այլ նաեւ միջազգային ահաբեկության, քանի որ Թուրքիան Կովկաս է բերել ահաբեկիչներին:

Այդ պարագայում, արդյոք չարժե, որպեսզի Հայաստանը մտածի ՆԱՏՕ-ի հետ գործակցության ձեւաչափերում իր ներգրավվածությունը սառեցնելու մասին: Հայաստանը գործնականում եղել է ՆԱՏՕ-ի արժեքավոր գործընկերը, չնայած այն հանգամանքին, որ ի տարբերություն հետխորհրդային որոշ երկրների՝ չի ձգտել դաշինքի անդամակցության կամ չի երդվել այդ անունով:

Ավելին, լինելով Ռուսաստանի հետ անվտանգային, տնտեսա-քաղաքական սերտ փոխկապակցվածության մեջ, Հայաստանը կարողացել է բավական արդյունավետ գործակցել նաեւ Եվրատլանտյան դաշինքի հետ, մասնակցել խաղաղարար առաքելությունների, տարբեր ծրագրերի, նախաձեռնությունների, զորավարժությունների:

Եվ, էլ ավելին՝ Հայաստանը չլինելով անդամության ձգտող կամ ՆԱՏՕ անունով երդվող, եղել է դաշինքի հետ գործակցող հետխորհրդային՝ ռազմական մասնագիտական եւ գործնական մարտունակության առումով ամենապատրաստված գործընկերը:

Ի՞նչ է ստանում Հայաստանը դրա դիմաց: Միջազգային ահաբեկություն ՆԱՏՕ-ի անդամ Թուրքիայի եւ ՆԱՏՕ-ի իներտ ու հերթապահ հայտարարություններ:

Ու դա էլ այն պարագայում, որ Հայաստանը չգնաց ՆԱՏՕ-ի հետ հարաբերության դինամիկայի վերանայման անգամ այն բանից հետո, երբ հենց ՆԱՏՕ-ի սեմինարի շրջանակում հայ սպային գլխատեց ադրբեջանցի վայրագ Սաֆարովը, սակայն դարձյալ՝ որոշ հերթապահ քայլերից բացի, դաշինքը որեւէ կերպ չարձագանքեց կատարվածին քաղաքական համարժեքությամբ:
