Թուրքիան հրաժարվում է տրամադրել իր օդային տարածքը՝ դեպի Հայաստան հումանիտար բեռի տեղափոխման համար

Հոկտեմբերի 15-ին նախատեսված՝ «Քաթար էյրվեյզ» ավիաընկերության դեպի Հայաստան հումանիտար բեռ տեղափոխող Լոս Անջելես-Երևան չվերթը չի կայանալու, ինչի առնչությամբ ավիաընկերությունը հիմնավոր պատճառ չի նշել: Հումանիտար բեռը ամերիկահայ համայնքի կողմից է, որն ուղարկվում էր Արցախա-ադրբեջանական պատերազմից տուժած խաղաղ բնակիչների համար: Այս մասին հայտարարություն է տարածել Քաղավիացիայի կոմիտեն:

 
Ավիաչվերթի չեղարկման մասին «Քաթար էյրվեյզը» Հայաստանի քաղաքացիական ավիացիայի կոմիտեին տեղեկացրել է հոկտեմբերի 14-ին: Օդանավը պետք է անցներ Թուրքիայի օդային տարածքով, Թուրքիան, սակայն, խոչընդոտներ է հարուցում Հայաստան տեղափոխվող հումանիտար բեռի համար:

«Այլ երկրների, օրինակ, Ռուսաստանի Դաշնության կամ Վրաստանի տարածքով օդանավի նոր թռիչքուղու կազմակերպումը ժամերի հարց է, ուստի ավիաընկերությունը պարտավոր է գտնել այլ ճանապարհներ՝ հումանիտար բեռը տեղափոխելու համար: Վստահելի աղբյուրներից ստացվող տեղեկություններն այս պահին հիմք են տալիս ենթադրելու, որ «Քաթար էյրվեյզն» այդ բեռը չի կարողանալու տեղափոխել: Հիմքեր ունենք նաեւ պնդելու, որ Թուրքիան միտումնավոր է փակել օդային ճանապարհը: Առաջին անգամ չէ, որ Թուրքիան խոչընդոտում է դեպի Հայաստան բեռնափոխադրումները: Այդ երկիրը դեռեւս պատերազմից առաջ սկսեց խոչընդոտներ ստեղծել՝ ավիաընկերություններից պահանջելով բեռների մանրամասն ցանկը, իր օդային տարածքով անցնելիս:

 
Չնայած օդային տարածքի տրամադրումը յուրաքանչյուր երկրի սուվերեն իրավունքն է, սակայն միջազգային պրակտիկայի համաձայն, տվյալներ պահանջում են միայն վտանգավոր բեռների մասին՝ արտակարգ իրավիճակներում ճիշտ արձագանքելու համար (Չիկագոյի կոնվենցիա, հոդված 5): Այս բեռն, ընդ որում, զննման փուլն անցել էր»,- նշել է Հայաստանի քաղաքացիական ավիացիայի վարչության պետ Տաթևիկ Ռևազյանը:

Դեպքի առնչությամբ Հայաստանի Քաղաքացիական ավիացիայի կոմիտեն դիմել է աերոնավիգացիոն անվտանգության կազմակերպությանը՝ «EUROCONTROL»-ին:

Այս օրերին դեպի Հայաստան քանիցս բեռնափոխադրումներ են իրականացվել ԱՄՆ-ից, Ֆրանսիայից և ՌԴ-ից: Բեռների փոխադրումը հիմնականում իրականացվում է Քաղաքացիական ավիացիայի կոմիտեի և հայկական ավիափոխադրողների համագործակցությամբ: Ավիաընկերությունները դա անում են ոչ առևտրային հիմունքներով (առանց շահույթի):
