Ես ուրախ եմ, որ ԵՊՀ ուսանողական խորհրդի նախաձեռնությունը տեղ է հասել. Դավիթ Ափոյանը՝ ուսման վարձերի մասին

Այսօր ԿԳՄՍ նախարար Արայիկ Հարությունյանը հայտարարեց, որ քննարկվում է վճարովի համակարգում սովորող ուսանողներին ֆինանսական աջակցություն ցուցաբերելու հարցը: Այս կապակցությամբ ունեմ մի քանի ասելիք: Այս մասին Facebook-ի իր էջում գրել է ԵՊՀ ուսխորհրդի նախագահ Դավիթ Ափոյանը: Նա, մասնավորապես, նշել է. «Նախ, ես ուրախ եմ, որ ԵՊՀ ՈւԽ-ի նախաձեռնությունը տեղ է հասել: Սա հերթական անգամ ապացուցում է, որ մենք՝ ուսանողներս, ունակ ենք արդունավետ ինքնակազմակերպվելու: Ուստի մեր կողմից դրված նվազագույն նպատակին հասել ենք. խնդիրը գործադիրի օրակարգում է:

Սակայն ոչ պակաս կարեւոր է նաեւ աջակցության ձեւը եւ բովանդակությունը: Եթե փորձեմ վերաձեւակերպել սրա շուրջ մոտեցումները, ապա կասեմ հետեւյալը.

1. Աջակցել նրանց, ովքեր ունեն դրա կարիքը

Հերթական թվով աջակցության ծրագիրը չպետք է մշակվի «ցույց տալու համար», այլ պետք է մշակվի կոնկրետ խնդիր լուծելու համար: Սխալ թիրախավորված եւ խնդիր չլուծող ծրագիրը ոչ ոքի չի երջանկացնում: Ավելին, անարդարությայն մթնոլորտ է ստեղծում: Աջակցությունը պետք է լինի առավելագույնս արդյունավետ եւ թիրախային: Այսինքն՝ աջակցել նրանց, ովքեր ունեն դրա կարիքը:

2. Չկրկնել 14-րդ ծրագրի սխալները

Աջակցության ծրագիրը պետք է թիրախավորի ուսանողների սոցիալական խնդիրները, այլ ոչ թե նրանց առաջադիմությունը: Չի կարելի անտեսել հեռակա համակարգում սովորողներին, քանի որ նրանց հեռակա լինելու պատճառը հաճախ այն է, որ ստիպված են զուգահեռաբար աշխատել, ուստի համեմատաբար խոցելի են: Եվ այսպես շարունակ…

3. Քննարկել շահառուների հետ

Լավ ծրագիր կազմելը դժվար գործ է, եթե չկա շահառուների հետ քննարկում: Լավ որոշումներ չեն կարող կայացվել փակ եւ տեղեկատվական առումով «չօդափոխվող» սենյակներում: Սա դասագրքային կանոն է: Ուստի բոլոր շահառուների հետ համագործակցությունը միայն օգտակար է լինելու, այդ թվում՝ ուսանողների

Ես լիահույս եմ, որ որեւէ ուսանող վարձավճարի պատճառով դուրս չի մնալու բուհից: Դա մեր պարտականությունն է՝ որպես հասարակություն եւ պետություն:
