Նոր համաձայնագիր. Եվրահանձնաժողովը 30 մլն եվրո կհատկացնի Հայաստանին՝ Covid-19 համավարակի դիմակայման նպատակով

Կառավարությունն իր այսօրվա՝ սեպտեմբերի 24-ի նիստում հավանություն տվեց «Հայաստանի Հանրապետության և Եվրոպական հանձնաժողովի միջև «Covid-19 համավարակի դիմակայման Հայաստանի պայմանագիր» ֆինանսավորման համաձայնագրի ստորագրման առաջարկությանը:

Հարցը ներկայացրեց փոխվարչապետ Մհեր Գրիգորյանը՝ նշելով, որ աջակցությունը 30 մլն եվրո ընդհանուր արժողության է, ամբողջ աջակցությունը տրամադրվելու է ուղղակի բյուջետային աջակցության տեսքով: Ընդ որում, դրա 80 տոկոսը (24 մլն եվրո) տրամադրվելու է միանվագ մասհանմամբ՝ առանց որեւէ նախապայմանի:

Դրանից հետո մնացած 6 մլն եվրոն տրամադրվելու է համաձայնագրի հատուկ նախապայմաններում սահմանված նպատակների ապահովման արդյունքում:

Ծրագիրը նախատեսված է աջակցելու Հայաստանի՝ COVID-19-ի բռնկմանն ուղղված արձագանքին, և մեղմելու առողջապահական, սոցիալ-տնտեսական ոլորտներում համավարակի բացասական հետևանքները:

Ծրագրով նախատեսվում է Հայաստանում հարկային քաղաքականության բարելավում և առկա բացերի նվազեցմանն ուղղված ռազմավարական գործողությունների ծրագրի մշակում ու ընդունում:

Բյուջետային աջակցության ծրագրով նախատեսվում է նաև պլանավորման և բաշխման փուլերում հանրային ներդրումների առկա համակարգի բարելավում,մասնավորապես, հանրային ներդրումների ռազմավարական շրջանակի հստակեցում, ակնկալվող նախագծերի ընտրության, մշակման և գործարկման  համակարգի ներդրում։

Ծրագիրը թիրախավորում է նաև առողջապահության համակարգի պատշաճ վերազինումը՝ COVID-19-ի առաջացրած ճգնաժամին և միջնաժամկետ հեռանկարում առողջապահության ոլորտում արտակարգ իրավիճակներին դիմակայելունպատակով։

Ծրագրով նախատեսված է նաև օգնել Կառավարությանը աջակցելու խոցելի խմբերին և մասնավոր հատվածին՝  COVID-19-ի հետևանքների դիմակայման գործընթացում։

Մհեր Գրիգորյանը տեղեկացրեց, որ հիմա եվրոպացի գործընկերների հետ քննարկում են եւս երկու ծրագիր, որոնց վերաբերյալ վերջնական պայմանավորվածությունները կներկայացնեն կառավարությանը մոտ ժամանակներս:
