Ընտրակաշա՞ռք, թե՞ ընտրակաշառքի մասին հայտարարություններ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ոչ թե պաշտոնական այցով, այլ կուսակցական գործերով Գյումրի էր այցելել ՀՀԿ նախագահ Սերժ Սարգսյանը: Կցկտուր տեղեկություններից անգամ պարզ է դառնում, որ նրա գլխավոր խնդիրն ընտրություններն էին ու դրա հետ կապված գործընթացները: Գաղտնիք չէ, որ Շիրակի մարզն ընտրական առումով միշտ էլ անկանխատեսելի է եղել իշխանության համար: Ասել կուզե, արդյունքների մասին իմացել են հաջորդ օրը:

Նախապես աչքի տակ ունեցած խոստումները և հավակնությունները միշտ էլ անտեսվել են: Պատահական չէր կուսակցական ակտիվի հավաքումը ու հատկապես գյուղապետերի ներգրավվածությունն այդ հանդիպմանը: Այս ընտրություններին նրանցից շատ բան է կախված լինելու: Ընտրական գործընթացների առումով հարկ է փաստել, որ մարզում Հանրապետականը մեծ հաշվով քարոզարշավ չի էլ անում: Նրանք բավարարվել են մեկ–երկու գովազդային վահանակներով և ինչ–որ միակողմանի և ականջ ձանձրացնող հաղորդումների մասնակցելով:

Այդ դեպքում, ո՞րն է նրանց գլխավոր զենքը: Իհարկե երկու գործոն՝ վարչական ռեսուրս և ընտրակաշառք: Այս երկու զենքերը նրանք միշտ էլ կիրառել են բոլոր ընտրություններին: Ու այս ֆոնին, առնվազն տարօրինակ է Սարգսյանի զգուշացումը: Ռեյտինգային թեկնածու Սուքիաս Ավետիսյանի հայտարարության համաձայն` Սերժ Սարգսյանն ասել է, թե. «Պետք է ամեն ինչ արվի, որպեսզի ընտրություններից հետո որևիցե քաղաքացի կամ դիտորդական առաքելություն չասի, որ ընտրություններում տեղի են ունեցել օրենքի խախտումներ: Այսինքն՝ ամենաառաջնային խնդիրը դրվեց, որպեսզի մենք` որպես այս գործընթացի ավանգարդ և պատասխանատու, ամեն ինչ անենք, որպեսզի մեր թիմի կողմից որևիցե ընտրախախտում չնկատվի: Սա շատ կարևոր էր, որ հստակեցվեց այդ խնդիրը»:

Այս հայտարարությունն աբսուրդ է առնվազն երկու մասով: Նախ, ստացվում է այնպես, որ հանրապետականները չգիտեին, որ պարտավոր են անցկացնել արդար ընտրություններ և մինչև նախագահի կողմից չի հստակեցվել այդ խնդիրը, նրանք չեն հասկացել բուն էությունը: Եվ երկրորդ` արդեն իսկ նախընտրական փուլը չի անցնում արդար մրցակցային պայմաններում: Զանգվածային ընտրակաշառքների մասին հայտարարությունները, այն դեպքում, երբ քաղաքացիներն անգամ չեն խուսափում այդ մասին խոսել տեսախցիկների առաջ, այս ամենի վառ վկայությունն է: Մյուս կարևոր հանգամանքը, դա ոստիկանության անգործությունն է: Բազմաթիվ նման հայտարարությունների ոստիկանությունը որևէ կերպ չի արձագանքել: Այնինչ, Հայաստանի նման երկրներում, ոստիկանությանը մի քանի օրն անգամ կբավարեր մի քանի քրեական գործեր հարուցելու ընտրակաշառքների մասով: Բայց տեղի է ունենում ճիշտ հակառակը: Ոստիկանությունը գործում է անտարբերության ռեժիմով: Ուստի մեծ ջանքեր և առանձնակի ինտելեկտ պետք չէ հասկանալու համար, որ նրանք չունեն համապատասխան թույլտվություն, այդ գործերով զբաղվելու: Իսկ թե ինչու չունեն, պարզից էլ պարզ է: Ընտրակաշառք նախկինում հիմնականում բաժանել են ՀՀԿ թեկնածուները: Այս ամենը հաշվի առնելով, կարող ենք փաստել, որ Սարգսյանի հայտարարությունն իր մեջ պարունակում է մի քանի պոպուլիստական դրվագներ: Այն հիմնականում միտված է դրսի ականջը շոյելուն: Գործընթացներին քաջածանոթ և վաղուց այս բովում թրծված հայաստանցին, վաղուց չի հավատում նման ֆարսերի:
