Կտրականապես դեմ եմ՝ ֆիզիկական անձը հավասար հիմունքներով պաշտոնատար անձանց հետ համարվի հայտարարատու և նույն տեղեկությունները տա. Ռուստամ Բադասյան

Հանրային ծառայության մասին և կից ներկայացված օրենքների փաթեթում լրացում և փոփոխություն կատարելու մասին հարցի քննարկման ժամանակ, որով առաջարկվում է պաշտոնատար անձինք, օրինակ եթե հանգստի են մեկնում ու այդ գումարը գերազանացելու է 2 մլն դրամը, դա ևս հայտարարագրեն, ԼՀԿ-ական պատգամավոր Կարեն Սիմոնյանը հիմնական զեկուցող, արդարադատության նախարար Ռուստամ Բադասյանից հետաքրքրվեց՝ նախագծի իմաստը ո՞րն է, եթե անցնելու ենք ընդհանուր հայտարարգրման համակարգի:

«Այսինքն՝ բոլորն են հայտարարագրվելու, ավելի հարմար չէ՞ր օրենքը բերել՝ որպես մաս այդ փաթեթի»,- հարցրեց պատգամավորը:

Բադասյանը նշեց՝ կտրականապես դեմ է, որ ֆիզիկական անձը հավասար հիմունքներով պաշտոնատար անձանց հետ համարվի հայտարարատու և նույն տեղեկությունները տա:

«Չի կարող նույն ծավալը լինել ուղղակի, որովհետև հետապնդվող նպատակները բոլորովին այլ են: Այսօր շատ երկրներում գոյություն ունի համատարած հայտարարագրման ինստիտուտը և այն նպատակները, որ այդ ինստուտն է հետապնդում և այն նպատակը, որը հետապնդվում է քննարկվող նախագծով և առհասարակ հայտարարտու անձանց հաշվետվողականությունը ապահովելու համար, բոլորովին այլ է:

Կարծում եմ՝ հետագայում պետք է համադրում անենք ուղղակի համընկնող հատվածների մասով՝ անձանց լրացուցիչ չծանրաբեռնելու համար»,- նշեց նախարարը:

Պատգամավորն էլ հետաքրքրվեց՝ նախագծով ծախսային դրույթը ուժի մեջ է մտնելու հունվարի մեկից, իսկ ընդհանուր օրենքը ուժի մեջ է մտնում հրապարակմանը հաջորդ օրը, ինչո՞ւ է տարբերություն դրվել, ինչո՞ւ չի հնարավոր կազմակերպել այս գործընթացը հաջորդ տարվա համար միանգամից: «Կոռուպցիայի կանխարգելման հանձնաժողովն այդքան հզորություն ունի՞ որ մեկ ու կես ամսվա ընթացքում կարողանա այդքան հայտարարագիր ընդունել»,- ասաց Կարեն Սիմոնյանը:

Բադասյանը նշեց՝ ակնհայտ է, որ որդեգրել են այնպիսի մոտեցում, որ ծախսերի հայտարարգրին վերաբերող դրույթները ուժի մեջ մտնեն 2021 թվականի հունվարի մեկից, ինչը նշանակում է, որ առաջին հայտարարագրման պարտականությունը կլինի 21 թվականի համար՝ կներկայացվի 22 թվականին, որ անձը մեկնում է հանգստի իր բանկային փոխանցմամբ կատարված ծախսը ֆիքսի, որ հետագայում իմանա, որ դա հայտարարգրում ներառելու է:
