Գյումրիում բացվել է Հյուսիսային արտաքին տնտեսական գործունեության սպասարկման կենտրոնը

Գյումրիում սեպտեմբերի 15-ին մեկնարկել են Հյուսիսային արտաքին տնտեսական գործունեության սպասարկման կենտրոնի աշխատանքները, տեղեկացնում է Պետեկամուտների կոմիտեի տեղեկատվության և հասարակայնության հետ կապերի բաժինը:

Պետական եկամուտների կոմիտեի նախագահ Էդվարդ Հովհաննիսյանի դիտարկմամբ՝ կենտրոնի գործարկումը բեկումնային կլինի մաքսային մարմնի հետագա զարգացման և ռազմավարական թիրախային ուղղությունների սահմանման համար։

Կենտրոնն առայժմ կծառայի որպես Հյուսիսային մաքսատուն-վարչություն՝  իրականացնելով վարչության համապատասխան  գործառույթները և կկենտրոնանա հյուսիսային դարպասներով արտահանումներին վերաբերող մաքսային ձևակերպումների վրա:

«Այժմ հռչակում ենք, որ արտահանման գործարքների համար կենտրոնը պատրաստ է աշխատանքի և մեր բոլոր տնտեսվարողներին, հյուսիսային դարպասով արտահանումներ իրականացնողներին հրավիրում ենք Գյումրիի ԱՏԳ կենտրոն՝  արտահանման գործարքները ձևակերպելու համար, որովհետև ծառայություններն իրականացվելու են շատ ավելի արագ և շատ ավելի հարմարավետ»,-ընդգծել է կոմիտեի ղեկավարը:

Հյուսիսային արտաքին տնտեսական գործունեության սպասարկման կենտրոնի ստեղծմամբ հնարավորություն է ընձեռվում ապահովել «մեկ հարկի տակ» ծառայությունների մատուցում՝ մի կողմից ապահովել կենտրոնում ԱՏԳ գործառնություններին առնչվող մարմինների ֆիզիկական տեղակայում, մյուս կողմից՝ իրականացնել էլեկտրոնային կառավարման համակարգերի կիրառմամբ ծառայությունների մատուցում։ Նման մոտեցման ներդրմամբ նախատեսվում է ստեղծել սերտ համագործակցության հարթակ մաքսային, թույլատրող փաստաթղթեր տրամադրող և ԱՏԳ գործունեությանն առնչվող պետական այլ մարմինների միջև: Այն հնարավորություն կընձեռի ապահովել սահուն գործընթացներ տնտեսվարողների համար` բացառելով տնտեսվարողի կողմից տարբեր գերատեսչություններ ներկայանալու, փաստաթղթերը և տեղեկատվությունը բազմակի ներկայացնելու անհրաժեշտությունը:

Այսպիսով, Հյուսիսային ԱՏԳ սպասարկման կենտրոնի գործարկմամբ՝ արտաքին տնտեսական գործունեություն իրականացնելը կդառնա դյուրին, տնտեսվարողները կօգտվեն ծառայություններից «մեկ պատուհան» սկզբունքով, իսկ «մաքսային մարմին-տնտեսվարող» փոխգործակցությունը տեղափոխվում է նոր և ժամանակակից հարթակ՝ հիմնված արդիականացված ենթակառուցվածքների և ժամանակակից տեխնոլոգիական լուծումների վրա։

«Կենտրոնի ամբողջական շինարարական աշխատանքների  ավարտից հետո այն պատրաստ կլինի որպես հյուսիսային սահմանում իրականացվող ամբողջական մաքսային ծառայություններ սպասարկող համալիր կենտրոն»,- տեղեկացրել է ՊԵԿ նախագահը:

Հյուսիսային ԱՏԳ սպասարկման կենտրոնի շինարարական աշխատանքները մեկնարկել են 2019 թվականի օգոստոսից: Կառուցման համար մինչ այժմ պետբյուջեից հատկացվել է շուրջ 5 մլրդ դրամ: Ներկա պահին ընթանում են նախագծման նախահաշվային աշխատանքները: Երկրորդ փուլում նախատեսվում են ներկրումների համար՝ մաքսային պահեստի, բեռնատարների համար՝ մեծ կայանատեղիի կառուցում և այլ համալիր ենթակառուցվածքների ստեղծում: ԱՏԳ սպասարկման կենտրոնն ամբողջությամբ շահագործման կհանձնվի 2022թ.:
