ԱՀ ԱԺ ԿԳՄՍ հարցերի հանձնաժողովը հանդիպում է կազմակերպել Արցախի հասարակական կազմակերպությունների հետ

Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը սեպտեմբերի 11-ին Արցախի ներդրումային հիմնադրամի հոգաբարձուների խորհրդի անդամների մասնակցությամբ  անց է կացրել աշխատանքային խորհրդակցություն՝ նվիրված բանկերում քաղաքացիների կողմից նախկինում գրավադրված եւ ժամկետանց պարտավորությունների դիմաց բռնագրավված այն բնակարանների խնդրին, որոնք հետագայում ցեսիայի  (պահանջի իրավունքի զիջում) միջոցով ձեռք է բերել ԱՆ հիմնադրամը: Այս մասին տեղեկացնում է ԱՀ ԱԺ մամուլի ծառաությունը:

Զեկույցով հանդես է եկել Հիմնադրամի գլխավոր տնօրեն Էռնեստ Գրիգորյանը: Նրա խոսքով՝ կան այդպիսի 146 բնակարաններ, որոնց շահառուները հանդիսանում էին ինչպես մայրաքաղաքի, այնպես էլ հանրապետության տարբեր շրջանների բնակիչները: Նախկին սեփականատերերը շարունակում են ապրել այդ բնակարաններում, եւ անհրաժեշտություն է առաջացել հիմնավորապես լուծելու այդ խնդիրը:

Հանրապետության նախագահը նշել է, որ ուսումնասիրությունները հաստատում են, որ հիմնական խնդիրը պայմանավորված է եղել սոցիալական տարբեր պատճառներով, եւ պետությունը պարտավոր է աջակցության տարբեր գործիքակազմեր մշակել, որպեսզի դրանցում ապրող ընտանիքների համար հնարավորություն ստեղծվի՝ նորից վերականգնելու սեփականության իրավունքը: Նախագահ Հարությունյանը մեկ անգամ եւս շեշտել է «Յուրաքանչյուր ընտանիքի՝ առանձին բնակարան» կարգախոսի կյանքի կոչման անհրաժեշտությունն ու կարեւորությունը՝ միեւնույն ժամանակ ընդգծելով, որ պետությունը կգործադրի բոլոր ջանքերը գործընթացն անաչառության սկզբունքով կազմակերպելու համար:

Շահագրգիռ քննարկումների արդյունքում որոշվել է բնակարանները տրամադրելու առաջարկ ներկայացնել նախկին սեփականատերերին՝ առաջին երեք տարվա ընթացքում՝ 0 տոկոս, այնուհետեւ՝ 3% տոկոսադրույքով, առավելագույնը՝ 20 տարի մարման ժամկետով:
