Ադրբեջանի դեսպանը հրով–թրով «կպահպանի» հայկական ազգային մշակույթը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մի քանի օր առաջ հայտնի դարձավ, որ Ռուսաստանում Ադրբեջանի դեսպան Փոլանդ Բյուլբյուլօղլին իր թեկնածությունն է առաջադրել է ՅՈՒՆԵՍԿՕ–ի գլխավոր քարտուղարի պաշտոնի համար:
Եթե սույն անձի թեկնածությունը հաստատվի, դժվար է պատկերացնել անգամ, թե ինչ ծանր վիճակում կհայտնվի Հայաստանը: ՅՈՒՆԵՍԿՕ–ն հիմնականում զբաղվում է ամբողջ աշխարհում նյութական և ոչ նյութական մշակութային արժեքների պահպանությամբ: Եթե ադրբեջանցի դեսպանը դառնա այդ կառույցի գլխավոր քարտուղար, պարզից էլ պարզ է, թե մեր մշակութային արժեքների պահպանումը ինչ հզոր ձևով կկազմակերպվի:
Արդարության առաջ չմեղանչելու համար նշենք, որ Հայաստանն արձագանքել է այս առաջադրմանը: Այդ մասին ՀՀ ԱԳՆ մամուլի քարտուղար Տիգրան Բալայանը գրառում է արել իր թվիթերյան էջում. «Բաքվի երկերեսանիությունն անսահման է. դեսպանը, ով կողմնակից է պատերազմին, ցանկանում է գլխավորել ՅՈՒՆԵՍԿՕ¬–ն»:
Նշենք, որ Բյուլբյուլօղլին քանիցս նշել է, որ Լեռնային Ղարաբաղի հակամարտությունը կարգավորելու դիվանագիտական ճանապարհներն ապացուցել են իրենց անարդյունավետությունը, հետևաբար Բաքուն պատրաստ է ընտրել ռազմական ուղին: Այսինքն, անձը, որ պետք է լինի ազգերի երկխոսության, բարիդրացիության, համերաշխության, մշակութային հանդուրժողականության պահապան, պատերազմի կոչ է անում:
Հայաստանը, բացի վերը նշված մեջբերումից, որևէ այլ պաշտոնական մեկնաբանությամբ հանդես չի եկել: Ու արդյոք Հայաստանը կդիմի որևէ գործողության` ներկայացնելու սույն դեսպանի «մշակութապահպան» իրական դեմքը, դժվար է ասել: Հայաստանի ՅՈՒՆԵՍԿՕ–ի ազգային հանձնաժողովի գլխավոր քարտուղար Վահրամ Կաժոյանից մեկնաբանություն ստանալ մեզ չհաջողվեց: Տիգրան Բալայանն էլ մեր հարցերի պատասխանները գտնելու համար` հղում արեց իր վերոնշյալ գրառմանը:
Բայց այստեղ մի այլ խնդիր էլ կա: Ռուսաստանը պաշտոնապես պաշտպանել է Բյուլբյուլօղլուի թեկնածությունը: ՌԴ փոխվարչապետ Օլգա Գոլոդեցը, ներկայացնելով ռուսական կողմի դիրքորոշումը, հայտարարել է. «Նա հրաշալի մարդ ու հասարակական գործիչ է: Նա առանձնանում է համաշխարհային մշակույթի և մշակութային զարգացման պատմության հրաշալի իմացությամբ»: Իսկ վերջում հավելել է` նա լուրջ ձևով զգում է ցանկացած ազգային մշակույթի արժեքը: Թե ադրբեջանցի դեսպանը ինչ լուրջ ձևով կզգա հայկական մշակութային արժեքներն ու կկարևորի դրանց պահպանումը, գուշակել պետք չէ: Դա կլինի նրա գերխնդիրը:
Իսկ թե ինչու է հայկական դիվանագիտական ու քաղաքական կորպուսը լռում Ռուսաստանի կողմից այդ անձի թեկնածությունը պաշտպանելու առնչությամբ, դժվար է ասել: Գուցե այս հարցում ասելիք և անելիք ունի Ռուսաստանի հայ համա՞յնքը, կամ էլ հայ–ռուսական դարավոր բարեկամության ջատագով այն խավը, որի պատկերացմամբ` Ռուսաստանից այն կողմ բարեկամ չկա ու ինչ անում է, մեզ համար է անում:
Ինչևէ, ապրիլին թեկնածուների առաջադրումն ավարտվում է: Հայաստանը սեփական թեկնածու առաջադրել չի պատրաստվում: Մինչ այս պահը առաջադրվել է 9 թեկնածու: Բոլոր թեկնածուները հարցազրույց կանցնեն ՅՈՒՆԵՍԿՕ–ի Գործադիր խորհրդի 201–րդ նստաշրջանի ժամանակ, որը տեղի կունենա ապրիլի 26–ին: Դրան կհաջորդի գաղտնի քվեարկությունն արդեն Գլխավոր խորհրդաժողովի շրջանակներում, որը կկայանա նոյեմբերին և որի ժամանակ էլ կընտրվի հաջորդ գլխավոր քարտուղարը:
