Կանխատեսում. ԱՄՆ ազգային պարտքը հաջորդ տարի կգերազանցի երկրի տնտեսության ծավալը

Սպասվում է, որ հաջորդ տարի ԱՄՆ ազգային պարտքը կգերազանցի երկրի տնտեսության ծավալը, չորեքշաբթի օրը հաղորդել է Կոնգրեսի Բյուջետային վարչությունը, հաղորդում է «Ամերիկայի ձայնը»:

Վերջին անգամ դաշնային պարտքը գերազանցել էր ՀՆԱ-ն 1946 թվականին՝ Երկրորդ համաշխարհային պատերազմի ավարտից անմիջապես հետո: Եթե այս իրավիճակը կրկնվի, ԱՄՆ-ը կմտնի այն երկրների փոքր խմբի մեջ, որի պարտքային բեռը գերազանցում է իրենց տնտեսության ծավալին, որի մեջ, մասնավորապես, մտնում են Ճապոնիան, Իտալիան եւ Հունաստանը:

Վարչության կանխատեսումներով՝ որ այս տարի դաշնային բյուջեի դեֆիցիտը կկազմի 3,3 տրիլիոն դոլար՝ ավելի քան երեք անգամ գերազանցելով նախորդ տարվա ցուցանիշը: Այս դեպքում դեֆիցիտի ծավալը, որպես ՀՆԱ-ի տոկոս, նույնպես ռեկորդային կլինի 1945 թվականից ի վեր:

Աճը հիմնականում կապված է կորոնավիրուսի համավարակի տնտեսական հետեւանքների հետ, ինչը հանգեցրել է ՀՆԱ-ի անկմանը, մինչդեռ Կոնգրեսը տրիլիոնավոր դոլարներ է ծախսում տնտեսությունը կայուն պահելու համար:

Թեեւ երկրորդ եռամսյակում տնտեսությունը կտրուկ կրճատվել է, անկումը դեռ ավելի վատ կլիներ, եթե չլիներ պատմական հարկաբյուջետային աջակցությունը, ասում են տնտեսագետները:

Բայց պարզ է դառնում, որ ավելի շատ դաշնային օգնություն է անհրաժեշտ: Վերջին երկու շաբաթներից յուրաքանչյուրում ավելի քան մեկ միլիոն մարդ գործազրկության նպաստ ստանալու նոր հայտեր է ներկայացրել, իսկ գործազրկության մակարդակը մնում է 10 տոկոսից բարձր՝ ավելին, քան Մեծ ռեցեսիայի ցանկացած ժամանակ:

Կոնգրեսի մշակած օգնության շատ ծրագրեր ավարտվել են: Երկու կուսակցությունների օրենսդիրները առաջարկել են ծախսերի նոր փաթեթներ, սակայն նրանց միջեւ բանակցությունները փակուղի են մտել: Դեմոկրատներն առաջարկում են 3 տրիլիոն դոլար արժողությամբ փաթեթ, մինչդեռ հանրապետականները ցանկանում են ծախսերը սահմանափակել մեկ տրիլիոնով:

Կոնգրեսի Բյուջետային վարչության կանխատեսումը ենթադրում է, որ ընթացիկ քաղաքականությունը կմնա անփոփոխ, եւ եկամուտների ու ծախսերի հետ կապված նոր օրենքներ չեն ընդունվի:

ԱՄՆ-ի ազգային պարտքն աճում էր նույնիսկ մինչ համավարակի սկիզբը: Վերջին տասնամյակի ընթացքում այն ավելացել է տրիլիոնավոր դոլարներով, ինչը մեծապես պայմանավորված է Մեծ ռեցեսիայով, որը, շատ տնտեսագետների կարծիքով, անհրաժեշտ էր տնտեսությունը խթանելու համար:

«Կարճաժամկետ հեռանկարում անհրաժեշտ է ծախսել այնքան, որքան անհրաժեշտ է ռեցեսիան նվազագույնի հասցնելու եւ տնտեսությունը կայուն պահելու համար»,- ասել է Մանհեթենի պահպանողական ինստիտուտի քաղաքական հետազոտությունների ավագ գիտաշխատող Բրայան Ռիդլը: «Բայց պարտք-ՀՆԱ հարաբերակցության աճը միանգամայն անկայուն իրավիճակ է, նույնիսկ եթե տոկոսադրույքները մնում են ցածր»:

Ռիդլի գնահատականով՝ պարտքերի տոկոսադրույքների ծախսը կսպառի դաշնային բյուջեի ավելի մեծ մասը՝ հաջորդ տասնամյակի ավարտին տարեկան հասնելով 1 տրիլիոն դոլարի:
