Կառավարությունը որևէ քայլ չի արել ճգնաժամի հնարավորություններն օգտագործելու համար, նվազել են թե՛ օտարերկրյա, թե՛ տեղական ներդրումները․ տնտեսագետ

Խնդիրը ոչ թե այն է, որ մեր պետական պարտքը մոտեցել է 8 մլրդ դոլարի շեմին, այլ դրա կառուցվածքն ու պարտք վերցնելու արդյունքում ծախսային այն ուղղությունները, որոնցում այդ գումարներն օգտագործվում են: Կան խնդիրներ, քանի որ մենք չունեք տնտեսական երկարաժամկետ ծրագրեր: Այս մասին Tert.am-ի հետ զրույցում ասաց տնտեսագետ Կառլեն Խաչատրյանը՝ անդրադառնալով այն հանգամանքին, որ ՀՀ պետական պարտքը հասնում է 8 մլրդ դոլարի շեմին, և հարցին, թե ի՞նչ ռիսկեր են առկա:

«Շատ ավելի առանցքային է ոչ թե պարտքի չափը, այլ այն, թե տվյալ պարտքն ինչի վրա ենք օգտագործում ու դրանով տնտեսության համար ինչ խնդիրներ ենք լուծում: Եթե պարտք են վերցնում ենթակառուցվածքներ զարգացնելու, մեր հնարավորությունները մեծացնելու, հաջորդ տարիների տնտեսական աճի համար որոշակի նախադրյալներ ձևավորելու նպատակով, դա արդարացված է, սակայն եթե պարտքը ծախսվում է զուտ ընթացիկ ծախսեր ֆինանսավորելու, կենսաթոշակների, պետական ոլորտի աշխատակիցների աշխատավարձերի համար, դա, բնականաբար, ծանրանալու է պետական բյուջեի վրա, և ունենալու ենք այն պատկերը, որն ունենք»,-ասաց տնտեսագետը:

Վերջինս ընդգծեց, որ ամեն տարվա պետական բյուջեում նախորդ տարի վերցրած պետական պարտքի սպասարկման համար բավական մեծ գումար է նախատեսվում՝ մոտավորապես այնքան, որքան համադրելի է կրթության ոլորտում պետության ծախսած միջոցներին:

«Ցավալին այն է, որ այսօր վարվող տնտեսական քաղաքականության մեջ երկարաժամկետ ռազմավարական տեսլականներ, ծրագրեր չկան, ու անգամ պետական բյուջեով տվյալ տարվա համար նախատեսված կապիտալ ծախսերը լիարժեքորեն չեն իրականացվում, ուր մնաց՝ պարտքային միջոցներով ակնկալվող արդյունքները»,-ասաց Խաչատրյանը՝ հավելելով, թե լրջագույն խնդիր կա, և Կառավարությունը մտածելու տեղիք ունի:

Անդրադառնալով ՀՀ վարչապետի այն հայտարարություններին, թե կորոնավիրուսով պայմանավորված տնտեսական ճգնաժամը պետք է դիտարկել որպես հնարավորություն, տնտեսագետն ասաց, թե որևէ քայլ չի կատարվել՝ ճգնաժամի ընձեռած հնարավորություններն օգտագործելու համար, իսկ ինչ վերաբերում է ներդրումներին, նվազել է թե՛ օտարերկրյա, թե՛ տեղական ներդրումների ծավալը:

«Անզեն աչքով էլ տեսանելի է, որ կորոնավիրուսով պայմանավորված տնտեսական վերափոխումները բացառապես բացասական ազդեցություն են ունեցել ՀՀ-ի տնտեսության վրա՝ մի կողմից հանգեցնելով աշխատատեղերի ու բիզնեսների կրճատմանը, մյուս կողմից, դրանով պայմանավորված, բնակչության եկամուտների կրճատմանը, սպառման ծավալների նվազմանը, ինչը տեսանելի է նաև պաշտոնական վիճակագրությունից»,-ասաց Խաչատրյանը:

Նրա խոսքով՝ նման պատկեր չունենալու համար Կառավարությունը պետք է որոշակի տեսլական ունենար ու քայլերի երկարաժամկետ պլանավորում իրականացներ, ոչ թե ամեն ամիս կամ ամիսը երկու անգամ էպիզոդիկ ծրագրեր մշակեր՝ փորձելով դրանով խնդիրը լուծել:

«Իրականում պետությունը քիչ գումար չի ծախսել հակաճգնաժամային միջոցառումների իրականացման համար, բայց դրանց էֆեկտիվությունը ձգտում է 0-ի: Մենք չենք տեսնում իրականացված միջոցառումների տնտեսական էֆեկտն այն պարզ պատճառով, որ դրանք տվյալ պահին ինչ-որ խնդիր կարճաժամկետ լուծելու նպատակով են իրականացվել»,-ասաց Կառլեն Խաչատրյանը:
