«ԿԳՄՍ-ն մնացել է խորհրդային մտածողության մեջ»

 

Այս տարի բուհական ընդունելության քննությունները բավական բուռն ընթացք ունեցան: Թվում էր, թե մեկ քննությամբ ընդունելությունը պետք է հեշտացնի դիմորդների գործը, սակայն, կարծես թե, ամեն ինչ այլ ուղղությամբ ընթացավ: Այսօր ունենք մի պատկեր, երբ տարբեր առարկաներից բարձր միավորներ ստացած դիմորդները հնարավորություն չունեցան բուհ ընդունվելու, քանի որ նախարարության դիրքորոշումը հետևյալն է՝ առաջնահերթությունը տրվելու է առաջին հայտով դիմած դիմորդներին: Նախարարությունը չի գնում զիջման, առաջարկում է իր լուծումները, որոնք հիմնականում չեն բավարարում դիմորդներին: Վերջիններս առաջ են քաշում իրենց առաջարկները, պայքարում սովորելու իրենց իրավունքն իրացնելու համար:

Կրթության փորձագետ Ատոմ Մխիթարյանը Past.am-ի հետ զրույցում նշում է՝ կրթության ոլորտի լիազոր մարմնի դիրքորոշումն այս հարցում կարելի է բնութագրել հետևյալ արտահայտությամբ՝ «նրանք մնացել են խորհրդային հին մտածողության մեջ և այդպես ցանկանում են շարունակել «նոր» Հայաստանում»: «Դա անթույլատրելի է: Ինչո՞ւ եմ սա ասում: Միայն խորհրդային ժամանակաշրջանում, այն է՝ պլանային տնտեսության ժամանակ էր, երբ հնարավոր էր, կարելի էր և պետք էր պլանավորել ինչպես տնտեսության տարբեր ճյուղերը, այնպես էլ բարձրագույն կրթություն ստացողների թիվը: Պլանային տնտեսության ժամանակ կարելի էր ասել՝ չորս կամ հինգ տարուց մեր տնտեսությանն անհրաժեշտ կլինեն այսքան թվով իրավաբաններ, միջազգայնագետներ և այլ մասնագետներ: Դրանից հետո պետությունը պարտավորվում էր այն մարդկանց, որոնք ավարտում էին բուհերը տվյալ մասնագիտություններով, տեղավորել աշխատանքի: Ներկա շուկայական տնտեսական հարաբերություներում և բաց սահմանների պարագայում անհնարին է նման պլանավորում կազմակերպել ու կատարել և այստեղ մեր նախարարության դիրքորոշումը դառնում է «բոբիկ»: Որևէ մեկը չի կարող ասել, թե չորս տարի հետո ավարտած մեր ուսանողները Հայաստանո՞ւմ են աշխատելու, թե՞ արտասահմանում, իրենց մասնագիտությամբ են աշխատելու, թե՞ ոչ: Այստեղ ուղղակի ծիծաղելի է այն սկզբունքը, որ տրված էր ընդունելության քննությունների համար, այսինքն առաջնահերթությունը տալ հենց առաջին մասնագիտությանը, սա ուղղակի անիմաստ է: Մինչև հիմա նրանք համառորեն մնում են իրենց դիրքորոշմանը: Արդյունքում ստացվում է, որ բարձր միավորներ հավաքած շատ շրջանավարտներ իրենց ուսանելու իրավունքը չեն կարողանում իրացնել: Լուծումը պետք է լինի այդ մտածողությունից հրաժարվելը: Ի՞նչ է նշանակում սկզբունքային դիրքորոշում ունենալ և չհրաժարվել այդ անհեթեթ սկզբունքից: Պետք է դրանից հրաժարվել և բարձր միավորներ հավաքած շրջանավարտներին թույլատրել կրթություն ստանալ իրենց ընտրած մասնագիտությամբ և իրենց ընտրած բուհերում»,-նշում է Ատոմ Մխիթարյանը:
