Փաշինյանն ապալեգիտիմացրել է ոստիկանական ուժի կիրառումը երկակի ստանդարտների պատճառով․ ինչո՞ւ պետք է մարդկանց մի խմբին թույլատրվի ճանապարհ փակել, իսկ մեկ այլ տեղ փողոց փակողները ծեծվեն․ Ա․ Թևանյան

«Պոլիտէկոնոմիա» հետազոտական ինստիտուտի ղեկավար Անդրանիկ Թևանյանը ֆեյսբուքյան գրառում է արել, որում ասվում է.

««Թավշյա» հեղափոխությունը/իշխանափոխությունը տեղի ունեցավ «ոստիկանը մերն է» կարգախոսի ներքո։ Ի՞նչ է մնացել այդ կարգախոսից։

Իշխանավոր դարձած հեղափոխական հարթակը տնօրինողներն, իրոք, իրենցն են դարձրել ոստիկանությունը և հենվում են ոստիկանական ուժի վրա, իսկ հարթակից ներքև կանգնածներից ոմանք այս օրերին վերափոխել են այդ կարգախոսը՝ նյարդայնացած կիրառելով «ոստիկանի մերը» բազմանշանակ ձևակերպումը։

Վերջին շրջանում շատ են հայտնվում կադրեր, որտեղ ոստիկանները բռնություն են կիրառում ՀՀ քաղաքացիների նկատմամբ՝ դիմակ չկրելու, անձնագիր չունենալու կամ բողոքի հավաք կազմակերպելու համար։ Օրինաչա՞փ է այս ամենը։ Այո՛, օրինաչափ է։

Ցանկացած հեղափոխական ուժ իշխանության գալուց հետո դառնում է խիստ հակահեղափոխական և կռիվ տալիս բոլոր այն խաղի կանոնների դեմ, որոնց կիրառմամբ է եկել իշխանության (հավաքների, երթերի կազմակերպում, փողոց փակել և այլն)։

Քաղաքագիտական կանոններից է նաև այն, որ ցանկացած հեղափոխական ուժ իշխանությունը վերցնում է ազատության լոզունգներով, բայց բերում է միայն բռնապետություն և ստրկացնում իրեն ծափահարող ամբոխին։

Օրինակա՞ն է արդյոք հայ ոստիկանի գործողությունը, երբ նա բռնություն է կիրառում։ Զուտ օրենքի տառի տեսանկյունից՝ այո՛, օրինական է։ Օրինական է, բայց լեգիտիմ չէ։ Քանզի Նիկոլ Փաշինիանի իշխանության գալու եղանակը և նրա հնչեցրած մեսիջները ոստիկանությանը զրկել են բռնության կիրառման լեգիտիմ իրավունքից։

Փաշինյանն ապալեգիտիմացրել է բռնության կիրառումը և արժեզրկել պետությունը, որը նաև բռնության օրինական կիրառման մենաշնորհ ունի։

Երբ նա կառավարության շենքի դուռը ջարդող ցուցարարների մասին ասում էր, որ իրենց դուռն է, կուզեն կջարդեն, երբ նա հայտարարում էր, որ Հայաստանում 3 միլիոն վարչապետ կա, երբ նա ասում էր, որ ժողովուրդն իր շեֆն է, իսկ ինքը ժողովրդի ծառան, ոստիկանությանը զրկում էր բռնության կիրառման լեգիտիմ իրավունքից, ինչպես որ նրա կողակիցն էր զրկում մեր զինվորներին սահմանը պահելու լեգիտիմ մոտիվացիայից՝ հայտարարելով, որ նրանք զոհվել են հանուն ոչնչի։

Փաշինյանն ապալեգիտիմացրել է ոստիկանական ուժի կիրառումը նաև երկակի ստանդարտների ներդրման պատճառով։ Անհասկանալի է դարձել, թե ինչո՞ւ պետք է մեկ հոգու բողոքի ակցիան արգելվի, իսկ բողոք հայտնողը տարվի ոստիկանություն, իսկ ահա թուրքական 5–րդ շարասյան ագրեսիվ ներկայացուցիչների ակցիան նախագահական նստավայրի դիմաց անցնի ոստիկանության հովանու ներքո։ Ինչո՞ւ պետք է մարդկանց մի փոքր խմբի մոտ երկու տարի թույլատրվի ճանապարհ փակելը, իսկ մեկ այլ տեղ փողոց փակողները դաժանաբար ծեծվեն։

Մի խոսքով, ոստիկանը դեռ մերը չէ։ Այն այս պահին իշխանությունը զավթած խունտայի ձեռքի գործիքն է։ Հենց որ ունենանք ոչ թե ամբոխի, այլ ժողովրդի իշխանություն, ոստիկանը կդառնա մերը»։
