1 միլիոն դրամ գումար 1 Covid 19-ով վարակվածի համար...

«Covid 19-ի համար նախատեսված գումարները ծախսվել են բուժական և այլ միջոցառումների համար սարքավորումներ ձեռք բերելու, բժշկական ծառայությունների համար վճարելու, բուժանձնակազմին վարձատրելու, կարանտինային վայրերում նրանց խնամքն ապահովելու համար, իսկ հաշվետվություն բազմիցս տարբեր առիթներով, տարբեր, այդ թվում՝ գրավոր հարցումներին պատասխանվել է, և այդ հաշվետվությունը չի կարող լինել վերջնական, որովհետև ծախսերը դեռ չեն ավարտվել և շարունակաբար տեղի են ունենում»,- հեռակա ասուլիսում անդրադառնալով լրագրողներից մեկի հարցին, թե ինչպես են ծախսվել Covid 19-ի համար նախատեսված գումարները, և ինչու չկա հաշվետվություն՝ նշեց Առողջապահության նախարար Արսեն Թորոսյանը:

Նախարարը հավելեց, որ այդ ծախսերը գնալով աճում են` նաև կախված վարակակիրների թվի աճի և հոսպիտալային ֆոնդի ծավալմանը զուգահեռ.

«Ես կարծում եմ, որ կգա մի օր, որ ամբողջական հաշվետվություն կներկայացվի՝ ըստ տողերի: Չնայած դա կարելի է նաև անել պարբերաբար. ես հավանաբար այս կիսամյակն օգտագործելով՝ նման հանձնարարություն կտամ, որ առնվազն մեր մասով (որովհետև միայն մենք չենք, որ ծախսեր ենք կատարել, ամբողջ պետական ապարատը ծախսեր է կատարում սրա համար) հաշվետվություն կներկայացնենք հանրությանը»:

«Ներկայացվեց կորոնավիրուսային հիվանդության դեմ պայքարի գործընթացում իրականացված աշխատանքների վերաբերյալ ԱՆ ամփոփումը՝ հաշվի առնելով ներկայացված մանրամասները՝ ենթադրելի է, որ կան նաև կոնկրետ ֆինանսական հաշվարկներ, թե մինչ օրս նշյալ 50 կետերի համար ինչքան գումար է ծախսվել»՝ կրկին ծախսերի վերաբերյալ 168.am-ի հարցին ի պատասխան էլ՝ նախարարը հայտնեց.

«Բոլոր 50 կետերի համար ինչքան գումար.․․ Նախ՝ այստեղ բաներ կան, որոնք կոնկրետ ծախսեր չեն էլ ենթադրում, այլ գործողություններ են, որոնք որ արվել են մեր լիազորությունների շրջանակներում, երկրորդն էլ՝ կարծես թե պատասխանեցի, որ միայն մենք չենք ծախսերն արել, ամբողջ պետական ապարատը ծախսեր է արել, և, ի դեպ, այդ ծախսերն արվել են թե՛ պահուստային ֆոնդերից, թե՛ գործող ծրագրերից: Ընդհանուր հաշվետվություն, միգուցե, հնարավոր լինի ներկայացնել, բայց դա, հավանաբար, պետք է անի Ֆինանսների նախարարությունը, իսկ մենք՝ մեր մասով, ես արդեն ասացի, որ կիսամյակային հաշվետվություն կներկայացնենք հանրությանը»:

Անդրադառնալով մեր հաջորդ հարցին, թե կորոնավիրուսով վարակված 1 հիվանդի բուժման համար որքա՞ն գումար է ծախսվում, Արսեն Թորոսյանն ասաց, որ այդ հարցի պատասխանը չկա, որովհետև հիվանդները բուժվում են տարբեր բժշկական հաստատություններում, տարբեր անձնակազմով և տարբեր հագեցվածությամբ.

«Այդ բժշկական հաստատությունները ֆինանսավորվում են հիմնականում պահպանման ծախսերով, և կախված հիվանդանոցային մահճակալների զբաղվածությունից՝ շատ մոտավոր հնարավոր է ասել, օրինակ, այս բժշկական հաստատությունում մեկ պացիենտի միջին ծախսն ինչքան է, մեկ այլ պացիենտի միջին ծախսն ինչքան է: Սակայն կան նաև հաստատված գներ մեր կողմից, որոնցով մենք վճարում ենք այն բժշկական կենտրոններին, որոնք, ամբողջությամբ չէ, որ զբաղվում են կորոնավիրուսային հիվանդությամբ, այլ ունեն կորոնավիրուսային բաժանմունքներ. եթե չեմ սխալվում, մեկ ռեանիմացիոն պացիենտի համար, միջին իր հոսպիտալացման տևողությամբ, մոտավորապես 1 միլիոն դրամ գումար էր ստացվում: Բայց այդ թվերը հիմա անգիր չեմ հիշում, դրանք գաղտնի չեն, ես իմ ասած հանձնարարականի շրջանակներում կհրապարակեմ»:
