Դեպի պառլամենտարիզմ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանյան և ընդհանրապես ցանկացած այլ քաղաքական իրականության մեջ նախընտրական շրջափուլերը նշանավորվում են բազմաշերտ, երբեմն էլ լիովին անակնկալ զարգացումներով և փոխատեղումներով։ Ընդհանրապես քաղաքական դաշտն իրենից ներկայացնում է մի յուրօրինակ կենդանի օրգանիզմ, որը մշտապես էլ գտնվում է շարժման մեջ, պարզապես որոշակի շրջադարձային պահերի, ինչպիսիք համապետական կամ այլ մակարդակի ընտրություններն են, փոխվում է այդ շարժման դինամիկան և տեմպը։
Բնականաբար, ներկայի հայաստանյան քաղաքական դաշտը զերծ չէ այս ոլորտում գործող ինչպես գրված ու չգրված կանոններից, այնպես էլ անսպասելի զարգացումներից և անակնկալներից։ Այս տեսանկյունից պետք է նշել, որ երբեմն մեր քաղաքական իրականության մեջ տեղ են գտնում այնպիսի երևույթներ, որոնք ոչ միայն կանխատեսելի չեն, այլև ընդհանրապես որևէ տրամաբանության չեն ենթարկվում։ Այսօրինակ երևույթներից մեկը քաղաքական ուժերի կտրուկ շրջադարձերն են իշխանությունից դեպի ընդդիմություն և հակառակը։
Նման զարգացումները օբյեկտիվորեն ունեն երկու կողմ կամ դրսևորման երկու հիմնական ձև։ Առաջինն այն է, որ այս կամ այն ընդդիմադիր քաղաքական ուժը որոշակի համաձայնության գալով իշխանության կամ իշխանության կուսակցության հետ կազմում է կոալիցիոն կառավարություն, բնականաբար, ընդդիմությունից դառնալով իշխանություն։ Նման զարգացումներում, անշուշտ, որևէ արտառոց բան չկա։ Մյուս կողմից մի շարք եվրոպական երկրներում, որտեղ պառլամենտարիզմը խորը արմատներ ու ձևավորված ավանդույթներ ունի, բավական հստակ տարանջատում կա ընդդիմության և իշխանության միջև, համենայնդեպս ընտրությունից–ընտրություն ընկած միջակայքում։
Այս տեսանկյունից արդեն հայաստանյան քաղաքական իրականության մեջ այդ սահմանները բավական լղոզված են, քանի որ անցած փորձը ցույց է տվել, տարբեր քաղաքական ուժեր կամ կուսակցություններ ընդդիմադիր կեցվածքի արդյունքում ստանում են ընտրողի քվեն, ապա արագորեն այդ քվեն վերածում են իշխանության հետ պայմանավորվածությունների խաղաթղթի։
Սակայն դրանով ամեն ինչ չի ավարտվում, քանի որ անցած տարիներին մենք ունենք բազմաթիվ դեպքեր, երբ ընդդիմադիր կուսակցությունը կազմել է իշխանության հետ կոալիցիա, սակայն հաջորդ համապետական ընտրությունների նախօրեին հապճեպորեն դուրս է եկել՝ կրկին որդեգրելով ընդդիմադիր կեցվածք։ Նման փոխակերպումները, որպես կանոն, պայմանավորված են եղել հստակ քաղաքական հաշվարկներով, որոնց նպատակը հասարակության ընդդիմադիր հատվածի ձայներին տիրանալն էր։
Նման պայմաններում արդիական է մնում այն հարցը, թե քաղաքական նման կտրուկ շրջադարձերը ինչքանով են նպաստում քաղաքական դաշտի և մշակույթի ձևավորմանն ու զարգացմանը, առավելևս այն պայմաններում, երբ առաջիկա խորհրդարանական ընտրություններով Հայաստանն անցնում է խորհրդարանական կառավարման համակարգին։
