Հունիսի 30-ին ՍԴ-ում նշանակված է աշխատակարգային նիստ, օրակարգում՝ 8 կարեւոր հարց: Սակայն ՍԴ 3 դատավորներ ԱԺ-ի ընդունած օրինագծի արդյունքում պաշտոնանկ են այլեւս, իսկ Հրայր Թովմասյանն ու Արեւիկ Պետրոսյանն արձակուրդում են. ասել է թե` քվորում չկա, եւ նիստ չի կայանա։ Մինչդեռ հարցերից մեկի առնչությամբ վարչապետ Փաշինյանը խնդրել է արագ որոշում կայացնել. խոսքը ՀՀ-ի եւ Վերականգնման ու զարգացման բանկի միջեւ պայմանագրի մասին է, որը պետք է արագ ռեժիմով ուղարկվի ԱԺ` հաստատման: Կա՞ նման համաձայնագիր 30-ի նիստի օրակարգում՝ հարցրինք ՍԴ մեր աղբյուրին։ «Այո, կա, մենք հարգել ենք վարչապետի խնդրանքը, դրել խնդրի քննարկումը ամենամոտ նիստում․․․ Եթե քվորում չլինի, ապա` այո, խնդիր կառաջանա, որովհետեւ, եթե ՍԴ-ում հարցը մնում է չլուծված, այն առկախվում է՝ հնարավոր չէ ո՛չ ժամկետը երկարացնել, ո՛չ էլ այլ բան անել»: Ի դեպ, նույն նիստում ներառված է նաեւ «Եվրասիական տնտեսական միության շրջանակներում թանկարժեք մետաղների եւ թանկարժեք քարերի հետ գործառնությունների իրականացման առանձնահատկությունների մասին» հարցի սահմանադրականության հարցը․ ադամանդի՞ մասին է նաեւ խոսքը։ «Թանկարժեք քարեր․․․ բա հո բազալտը չի՞»: Հիմա, փաստորեն, դա էլ առկախվում է անհասկանալի ժամանակով։ «Եթե քվորում չլինի՝ այո»: Մտածվա՞ծ եք արել։ «Իհարկե` ոչ. աշխատանքային նիստերի օրակարգը ձեւավորվում է ամիսներ առաջ»: Իշխանությունն իր ձեռքով սահմանադրական ճգնաժա՞մ ստեղծեց։
