Հայաստանը հարցեր ունի՞ սկանդալային կառույցին. զգոնությունը չէր խանգարի

Առողջապահության նախարար Արսեն Թորոսյանը հունիսի 23-ին ընդունել է Առողջապահության համաշխարհային կազմակերպության պատվիրակներին՝ հայաստանյան գրասենյակի ղեկավար Եգոր Զայցևին և ԱՀԿ Եվրոպական տարածաշրջանային տնօրենի հատուկ խորհրդական ու Լատվիայում ԱՀԿ ներկայացուցիչ Միշել Թիերենին, ով գլխավորում է Հայաստան ժամանած առաքելությունը: ԱՀԿ առաքելությունը Հայաստանում է կորոնավիրուսային հիվանդության դեմ պայքարում մեր երկրի ռազմավարությունն ուսումնասիրելու և առաջարկներ անելու համար:

Դատելով կորոնավիրուսի համավարակի «չինական ժամանակաշրջանից» ի վեր Առողջապահության համաշխարհային կազմակերպության վարքագծից եւ դրա վերաբերյալ համաշխարհային մակարդակով առաջացած հարցերից, ԱՀԿ պատվիրակության հայաստանյան այցի առնչությամբ մեղմ ասած դժվար է եզրակացնել՝ դա հուսադրող, թե մտահոգող այց է:

Բանն այն է, որ Չինաստանում վարակի բռնկումից ի վեր այդ կառույցի հակասական հայտարարություններն ու վարքագիծը առաջացնում են հարց՝ մոլորակի համար ծանր պահին ԱՀԿ ավելի շատ նպաստե՞լ է վարակի դեմ արդյունավետ պայքարին, թե՞ ունեցել հակառակ ազդեցություն:

ԱՄՆ նախագահ Դոնալդ Թրամփն ու այլ պաշտոնյաներ մեղադրում են, որ ԱՀԿ ավելի շատ պարտակել է վարակը: ԱՄՆ խզել է հարաբերությունն ԱՀԿ հետ եւ հայտարարել նոր համաշխարհային կառույց հիմնելու մտադրության մասին: Մեծ հավանականությամբ Նահանգների այդ նախաձեռնությանը կմիանան բազմաթիվ երկրներ: Իսկ առողջապահության համաշխարհային կազմակերպությունը շարունակում է իր հակասական հայտարարություններով շփոթմունքի եւ անորոշության մատնել հանրություններին, ունենալով «ոսկե արդարացումը»՝ վարակը նոր է եւ շատ քիչ բան է հայտնի դրա մասին:

Ըստ ամենայնի, Առողջապահության համաշխարհային կազմակերպությունը ներկայում զբաղված է ավելի շատ ոչ թե մարդկության, այլ իր խնդիրներով՝ մարդկության հետ ունենալիք իր խնդիրներով, երբ կորոնավիրուսի հաղթահարումից հետո կգա արդեն ամբողջական հարցերի ժամանակը, կամ երբ Միացյալ Նահանգների սկսած քննությունը կտա առաջին արդյունքները:

Ընդ որում, հնարավոր է, որ կազմակերպության ներսում իսկ կա որոշակի անհամաձայնություն առկա իրողություններում ԱՀԿ գործելաոճի առումով: Բանն այն է, որ ԱՀԿ հոգեկան առողջության դեպարտամենտի ղեկավարը շաբաթներ առաջ հայտարարել էր, թե համաճարակի դեմ պայքարում սահմանափակումներն ու արգելքները իրենց բազմաթիվ հետեւանքով կտրուկ ավելացնելու են հոգեկան առողջությամբ տառապողների թիվը:

Հայաստանն ունի՞ հարցեր ԱՀԿ-ին, թե՞ Հայաստանին հետաքրքրում են միայն ռեկոմենդացիաները, որոնց պարբերական եւ հակասական հղումներով աչքի է ընկել նաեւ Հայաստանի առողջապահության նախարարը:

Հայաստանում ներկայում նկատվում է համավարակի տարածման որոշակի կայունացման դինամիկա, իսկ մասնագետները արձանագրում են, որ մոտ է բնական իմունիզացման այն մակարդակը, որը թույլ կտա ունենալ վարակի տարածման դինամիկայի եւ ծավալի նվազում:

Վարչապետ Փաշինյանը կոչ էր արել չթուլացնել զգոնությունը, այլ հակառակը՝ բազմապատկել այն, արդյունքի հասնելու համար: Հայաստանին թերեւս զգոնությունը չէր խանգարի նաեւ ԱՀԿ հետ շփումներում:
