Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստը» շարունակում է ներկայացնել ըստ www.parliamentmonitoring.am կայքի ԱԺ պատգամավորների անցած չորս տարիների ընթացքում ցուցաբերած ակտիվությունը, եթե իհարկե այն կարելի է այդպես անվանել, քանի որ «Փաստի» ուսումնասիրությունները հանգում են նրան, որ մեր ժողովրդի փողերի հաշվին աշխատավարձ ստացող պատգամավորները ավելի շատ «կոճակ սեղմող են», որքան էլ դա ծեծված արտահայտություն լինի:

Հանրապետական կուսակցության անդամներ, պատգամավորներ Կարեն Ավագյանն ու Սուքիաս Ավետիսյանը բավական շատ են կողմ քվեարկել ԱԺ նիստերի ընթացքում քննարկվող օրինագծերին, համապատասխանաբար՝ 826 և 848 անգամ: Երկուսն էլ այս չորս տարիների ընթացքում միայն ինն անգամ են դեմ քվեարկել, և բացակայել են գրեթե հավասար թվով՝ Ավագյանը 30 անգամ, Ավետիսյանը՝ 28: Ի տարբերություն իր կուսակցի՝ Սուքիաս Ավետիսյանն ավելի ակտիվ պատգամավոր է ներկայանում, քանի որ նախորդ չորս տարիների ընթացքում 43 հարց է հնչեցրել և 16 անգամ էլ ելույթ ունեցել ԱԺ ամբիոնից: Իսկ Ավագյանն էլ աչքի է ընկնում նրանով, որ գոնե երկու անգամ հարց է հնչեցրել խորհրդարանում: Ավագյանի դրամական միջոցները 2012 թ. եղել են 41 միլիոն դրամ, իսկ 2015 թ. նվազել՝ կազմելով 13 միլիոն 247 հազար դրամ: Սուքիաս Ավետիսյանի դրամական միջոցները պատգամավոր ընտրվելու տարում եղել են 7 միլիոն 500 հազար դրամ, իսկ 2015 թ. կրկնապատկվել են՝ կազմելով 14 միլիոն դրամ:
Կարեն Ավագյանի նմանությամբ, երբևիցե ելույթ չեն ունեցել նաև ԲՀԿ–ականներ Արմեն Ավետիսյանը և Արա Արամյանը: Նրանք նաև հարցեր չեն հնչեցրել ԱԺ–ում, երկուսն էլ 500–ից ավելի անգամ կողմ են քվեարկել, 100–ից ավելի անգամ էլ՝ ձեռնպահ մնացել: Ինչ վերաբերում է ընդհանրապես չքվեարկելուն, ապա Արմեն Ավետիսյանը չի քվեարկել 108, իսկ Արա Արամյանը՝ 144 անգամ: Նշված չորս պատգամավորներից էլ ԱԺ նիստերից ամենից շատ բացակայել է Արա Արամյանը՝ 100 անգամ, իսկ Արմեն Ավետիսյանը միայն 15: Արմեն Ավետիսյանն այս չորս տարիների ընթացքում ավելացրել է իր դրամական միջոցները՝ 15 միլիոն դրամից դարձնելով 35 միլիոնի: Արա Արամյանի դրամական միջոցներն էլ գրեթե նույնն են մնացել, նվազել են նրա եկամուտները՝ 44 միլիոն 800 հազարից հասնելով 6 միլիոն 980 հազար դրամի: Հիշեցնենք, որ ավելի քան 10 տարի առաջ՝ 2004 թ., երբ Արամյանը դեռ Քաղաքաշինության նախարար էր, նրա որդին նույն տարվա ապրիլին կրակոցներ արձակեց «Տրիումֆ» սրճարանում, եւ վերջինս հրաժարականի դիմում ներկայացրեց:
Նշված պատգամավորներից օրենսդրական նախաձեռնություններով աչքի են ընկնում Կարեն Ավագյանն ու Սուքիաս Ավետիսյանը: Կարեն Ավագյանը

«Մարդու վերարտադրական առողջության և վերարտադրողական իրավունքների մասին» ՀՀ օրենքում լրացումներ կատարելու մասին օրենքի նախագծի համահեղինակ է: Սուքիաս Ավետիսյանի օրենսդրական նախաձեռնություններից են Հաշվիչ հանձնաժողովի ձևավորման (ինքն է միայն հեղինակը), ԱԺ կանոնակարգում փոփոխությունների, ԱԺ կանոնակարգի բյուջետային գրասենյակի և Հայոց ցեղասպանության 100–րդ տարելիցի վերաբերյալ համահեղինակությամբ ներկայացված նախաձեռնությունները:
