Արտոնյալ վարկեր՝ «զրոյից» բիզնես սկսողների համար. հաստատվեց հակաճգնաժամային 19-րդ միջոցառումը

Կառավարությունը հաստատեց կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 19-րդ միջոցառումը:

Էկոնոմիկայի նախարար Տիգրան Խաչատրյանը նշեց, որ միջոցառման նպատակն է օժանդակել ՀՀ քաղաքացիներին ու առանձին տնտեսավարողներին հաղթահարել կորոնավիրուսի տնտեսական հետևանքների ազդեցությունը մրցունակ գործարար ծրագրեր իրագործելու եղանակով:

Օժանդակության նպատակն է` ձեռնարկատիրական գիտելիքների ընդլայնման և ֆինանսների հասանելիության բարձրացման միջոցով նպաստել «զրոյից» բիզնես ստեղծելու ձգտում ունեցող շահառուների ձեռնարկատիրական գաղափարների իրագործմանը, շահառուների գործարար ծրագրերի նորարարական զարգացմանը:

«Միջոցառման շահառու են հանդիսանում ՀՀ տարածքում գրանցված այն կազմակերպությունները կամ անհատ ձեռնարկատերերը (բացառությամբ` մանրածախ եւ մեծածախ ոլորտում գործունեությունը), որոնք համապատասխանում են «Փոքր և միջին ձեռնարկատիրության պետական աջակցության մասին» ՀՀ օրենքով սահմանված չափանիշներին, աջակցության հայտ ներկայացնելու օրվան նախորդող 12 ամիսների ընթացքում ունեցել են բարվոք հարկային և վարկային պատմություն, գործունեությունն առավելապես իրականացնում են ՀՀ մարզերում, չեն հանդիսացել պետական ֆինանսական աջակցության շրջանակում «Ներդրումների աջակցման կենտրոն» հիմնադրամի շահառու, եթե դիմել են սույն Միջոցառման սկսնակների համար աջակցությանը, մինչև աջակցության հայտ ներկայացնելու օրը առնվազն 24 ամիսների ընթացքում հանդիսացել են «Ներդրումների աջակցման կենտրոն» հիմնադրամի միջոցով իրականացվող պետական ֆինանսական աջակցության շահառու, եթե դիմել են Միջոցառման նորարարական զարգացման աջակցությանը»,- ասաց նա:

Միջոցառման իրականացման համար անհրաժեշտ ֆինանսական միջոցների 75 տոկոսը հատկացվում է որպես 8 տարվա մարման ժամկետով անտոկոս փոխառություն, իսկ 25 տոկոսը՝ որպես դրամաշնորհ։

Միջոցառումն իրականացվում է «Ներդրումների աջակցման կենտրոն» հիմնադրամի միջոցով` արտոնյալ վարկավորման նպատակով երաշխիքների տրամադրման եղանակով: Վարկավորումն իրականացվում է ՀՀ տարածքում գործող և լիցենզավորված բանկերի եւ վարկային հաստատությունների կողմից:

Օժանդակության գործիքների կիրառմամբ տրամադրվող վարկերը պետք է համապատասխանեն հետեւյալ պահանջներին`

Արժույթը` ՀՀ դրամ,

Ժամկետը` առավելագույնը 60 ամիս,

Վարկի մայր գումարի արտոնյալ ժամանակահատվածը կարող է կազմել առավելագույնը 6 ամիս` սկսնակ շահառուների համար,

Մեկ շահառուի վարկի առավելագույն սահմանաչափը կազմում է 10 մլն դրամ` սկսնակների համար եւ 20 մլն դրամ (հանրագումարով)` նորարարական զարգացման շահառուների համար. վարկի տարեկան փաստացի տոկոսադրույքը` 7-10 տոկոս:
