Համայնքների ավագանիներում ոչ արդյունավետ որոշումներ են կայացվում․ դեպքեր կան, որ ղեկավարն իր համայնքի բյուջեից իրեն մեքենա է գնել․ Հ․ Դանիելյանը՝ ԸՕ-ում փոփոխությունների նախագծի մասին (տեսանյութ)

Խորհրդարանը միաձայն ընդունեց Ընտրական օրենսգրքում փոփոխությունների նախագիծը, որով նախատեսված է 4000-ից ավելի ընտրող ունեցող համայնքներում ընտրությունները համամասնական ընտրակարգով անցկացնել:

Tert. am-ի հետ զրույցում ԱԺ պատգամավոր Համազասպ Դանիելյանը նշեց, որ Սահմանադրական օրենքի այս փոփոխությունը համահեղինակված է բոլոր կուսակցությունների կողմից և բազմաթիվ խնդիրներ է լուծում:

«Դրա առաջնահերթ նպատակը համայնքներում ընտրություններին կուսակցությունների տեղի բարձրացումը չէ: Նպատակը ինքնակառավարման համակարգի կայացումն է, քանի որ խնդիրները բազաթիվ են: Մենք ամեն օր տեսնում ենք, որ համայնքների ավագանիում ոչ արդյունավետ որոշումներ են կայացվել: Երեկ կարդացի, որ համայնքներից մեկում ավագանին որոշում է կայացրել գյուղապետի կնոջը ծննդյան կապակցությամբ համայնքային բյուջեից նվեր տրամադրել: Նման որոշումներ՝ հողերի հատկացման հետ կապված, աճուրդների կազմակերպման, բյուջեի տնօրինման հետ կապված շատ կան: Դեպքեր ունենք, որ համայնքի ղեկավարն իր համայնքի բյուջեի մեծ հատված ծախսում է իրեն մեքենա գնելու համար: Այստեղ առաջանում է քաղաքական պատասխանատության հարցը և այն հարցը, թե ինչպե՞ս են այդ ավագանիները ձևավորվում: Համամասնական ընտրակարգի անցնելով և այդ խոշորացված համայնքներոմ քաղաքական կոմպոնենտ մտցնելով՝ մենք ակնկալում ենք, որ պատասխանատվությունը կավելանա:

Ըստ Համազասպ Դանիելյան՝ այս փոփոխությունը կարևոր է, քանի որ բոլոր կուսակցոթյունները կարող են ներգրավված լինել:

«Ուզում եմ ընդգծել այն հանգամանքը, որ այս համամասնական ընտրակարգը հնարավորություն է տալիս կանանց ներգրավված լինել ավագանիում, որովհետ Երևանից, Գյումրից, Վանաձորից բացի, այն համայնքներում, որտեղ մեծամասնական կարգով է ընտությունը, կանայյք 6-7 տոկոսի շրջանակում են ընդգրկվել ավագանու կազմում:

Դիտարկմանը, թե կարծիքներ են հնչում, որ փոփոխությունը կատարվում է, քանի որ «Իմ քայլը» խմբակցությունը ոչ բոլոր մարզերում ունի լիակատար իշխանություն, և հաճախ խնդիրներ են առաջանում, ինչպես, օրինակ՝ Սյունիքի մարզում, Համազասպ Դանիելյանը նշեց.

«Անցած մեկուկես տարվա ընթացքում ինքնակառավարման մարմիններում եղել են ընտրություններ, և մենք համոզվել ենք, որ այլ որակի ընտրություններ են եղել: Ունեցել ենք ընտրություներ, որտեղ իշխանությունը չի հաղթել: Մեզ համար ամեն գնով ընտրություն հաղթելու խնդիր չկա՝ ի տարբերություն նախկինների, որոնք դրա համար կեղծում, թիվ էին նկարում և կաշառում էին: Մենք ասում ենք՝ քաղաքացին իր քվեով պետք է որոշի տեղական մակարդակում և համապետական մակարդակում: Եթե նայենք օրենսդրության կետերին, կտեսնենք, որ մենք հեշտացնում ենք կարգը, որ ավելի քիչ ձայն ունեցող կուսակցությունն ավելի մեծ գործոն կարող է դառնալ: Այլ կուսակցություններ կարող են համայնքներում լսելի դառնալ և մասնակցել կառավարմանը»:
