Ի՞նչ գլոբալ զարգացումներ են սպասվում առաջիկայում. Կարեն Ադոնց

Տնտեսագետ Կարեն Ադոնցը Facebook-ի իր էջում գրել է.

«Ի՞ՆՉ ԳԼՈԲԱԼ ԶԱՐԳԱՑՈՒՄՆԵՐ ԵՆ ՍՊԱՍՎՈՒՄ ԱՌԱՋԻԿԱՅՈՒՄ

Եկող ճգնաժամը, ի տարբերություն ցիկլային ճգնաժամերի, ունի մի դրական առանձնահատկություն, դա՝ ներդրողների մոտ դեռ չեն ձեւավորվել խիստ բացասական սպասումներ։

Սա պայմանավորված է երկու հանգամանքով՝ նախ, հասունացող ճգնաժամի դրդապատճառը համավարակն է՝ սպասվում է, որ համավարակը վերանալուն պես, համաշխարհային տնտեսությունը կանցնի վերականգնման։ Երկրորդ հանգամանքը՝ արված քայլերն ու տրված խոստումներն են։ Գումարային առումով, դրանք էականորեն գերազանցում են բոլոր սցենարներով համաշխարհային տնտեսության կանխատեսվող վնասները։

Մի քանի խոսք գլոբալ քաղաքականության հավանական տեղաշարժերի մասին, որոնք կարող են ազդեցություն ունենալ նաեւ մեր զարգացման ընթացքի վրա։

Զարգացած պետություններում եւ միասնական խոշոր շուկաներում, առաջիկա տարիներին, ամենայն հավանականությամբ, հասունանալու են «տնտեսական էգոցենտրիզմի» խորացմանը նպաստող մոտեցումները։ Դրանք, որոշ առումով, արդեն սկիզբ են առել՝ «Ամերիկան նախ եւ առաջ» կարգախոսի ներքո։ Համավարակը, հավանաբար կխթանի այս գործընթացը, ներառելով այլ զարգացած խոշոր շուկաներ՝ առավել եւս, որ ստեղծվել է հարմար «ելման դրություն»։

Որո՞նք են դրան բնորոշ զարգացումները.

Ա) Անորինական միգրանտների թվի էական նվազեցում, վիզաների ռեժիմի խստացում,

Բ) Կապիտալի (ֆինանսական ու արտադրական) վերադարձի խթանում՝ զարգացող երկրներից ետ՝ դեպի զարգացած երկրներ,

Գ) Համաշխարհային շուկայում, արտադրական հումքատեսակների ու էներգակիրների գների հնարավորինս ցածր մակարդակի պահպանում՝ համաձայնեցված գլոբալ քաղաքականության արդյունքում,

Դ) Ներքին արտադրողների խթանման քաղաքականություն, ներմուծման ռեժիմի խստացում,

Ե) Զարգացող երկրներին տրամադրվող աջակցության էական կրճատում։

Կարելի է ենթադրել, որ տնտեսական ճնշումները՝ թե Ռուսաստանի, եւ թե արդեն նաեւ՝ Չինաստանի վրա, կարող են մեծանալ։

Այս տնտեսական փոխակերպումները, որոշ առումով, կարող են երկարաձգել ու «ծամծմել» համաշխարհային տնտեսության վերականգնումը։ Ակնհայտ է նաեւ, որ նման սցենարի պարագայում, զարգացող եւ երրորդ կարգի երկրները տեւական ժամանակ գործելու են ճգնաժամային ճնշումների ներքո։

Որո՞նք են Հայաստանի տնտեսության համար, այս տեսանկյունից, հնարավոր ռիսկերը՝

1) Տնտեսության ծավալների անկում՝
-նվազող պահանջարկով պայմանավորված,
-արտահանման անկմամբ պայմանավորված,
-տեղական ապրանքների՝ ներմուծվող ապրանքներով փոխարինմամբ պայմանավորված։

2) Գործազրկության աճ՝
-նվազող պահանջարկով պայմանավորված,
-արտահանման անկմամբ պայմանավորված,
-արտագնա աշխատանքների սահմանափակմամբ պայմանավորված,
-մասնավոր ու պետական ներդրումային ակտիվության թուլացմամբ պայմանավորված,
-արտաքին վարկավորման պայմանների խստացմամբ ու աստիճանական կրճատմամբ պայմանավորված։

3) Բյուջետային մուտքերի կրճատում՝
- տնտեսության ծավալների անկմամբ պայմանավորված,
- գործազրկության աճով պայմանավորված,
-ներդրումային ակտիվության թուլացմամբ պայմանավորված։

4) Վարկային (իրավաբանական, ֆիզիկական անձանց) դեֆոլտների հավանականություն։
-տնտեսության անկմամբ եւ վարկերի կտրուկ ավելացմամբ պայմանավորված,
-գործազրկության աճով պայմանավորված»:
