«Ողջունում եմ Վարչապետի և Նախագահի որոշումը». Ռուբեն Մելիքյանը` Մհեր Ենոքյանին ներում չշնորհելու մասին

Ողջունում եմ Վարչապետի և Նախագահի որոշումը: Այս մասին իր ֆեյսբուքյան էջում գրել է Արցախի Մարդու իրավունքների նախկին պաշտպան Ռուբեն Մելիքյանը` անդարադառնալով ցմահ դատապարտյալ Մհեր Ենոքյանին ներում չշնորհելուն:

«Այսօր ցմահ դատապարտյալ Մհեր Ենոքյանի կինը պաշտոնապես հաստատեց, որ իր ամուսնու ներման խնդրագիրը մերժվել է։ Ուստի արդեն կարելի է կատարել որոշակի արձանագրումներ։

1) Ողջունում եմ Վարչապետի և Նախագահի որոշումը։ Հատկապես Նիկոլ Փաշինյանի մասով, վստահ եմ, դա բարդ որոշում է եղել, քանի որ, ինչպես պնդում է Ավետիք Իշխանյանը (նրա խոսքին վստահում եմ), պարոն Փաշինյանը ժամանակին ցմահ ազատազրկվածներին խոստացած է եղել, իշխանության գալու դեպքում, նրանց ազատել։
2) Այն պետական դիրքորոշումը, որ ներման կամ ներումը մերժելու մասին որոշումները հրապարակման ենթակա չեն, համարում եմ, մեղմ ասած, ոչ իրավաչափ։ Ավելին, տուժողին այդ որոշման մասին չիրազեկելը խիստ ոչ իրավաչափ լինելու հետ մեկտեղ, համարում եմ նաև պարզապես սխալ։

3) Եթե այդպիսինն է իրավակիրառ պրակտիկայում մեր աչքի առաջ ձևավորված մեկնաբանությունը, ապա անհրաժեշտ է փոփոխել «Ներման մասին» օրենքը՝ հստակ ամրագրելով (ա) ներման գործընթացի որոշակի հրապարակայնությունը, և (բ) առանձնապես ծանր հանցանքների զոհերի ընտանիքների՝ լսված լինելու իրավունքը և իրազեկված լինելու իրավունքը։

4) Խնդրում և առաջարկում եմ ԱԺ պատգամավորներին նախաձեռնել վերևի կետում նշված փոփոխությունները։

5) Տիկին Մեժլումյանի հայտարարությունը խիստ հուզական էր։ Կոչ եմ անում այն չմեկնաբանել, մեկնաբանելիս էլ զերծ մնալ որևէ վիրավորանքից։

6) Միայն մի բան կասեմ։ Աչքս ծակեց «լևոնառոբերտասերժական կադրեր» նեոլոգիզմը։ Այն փառահեղ է։
