Ներիշխանական ինտրիգները ոնց եղել են, այնպես էլ կան

Նոր իշխանություններն անընդհատ պնդում են, որ «Նոր Հայաստանում» ամեն ինչ փոխվել է, և հին բարքերն իրենց համար անընդունելի են: Չենք ուզում մտնել բանավեճի մեջ, սակայն մի երևույթ հաստատ չի փոխվել: Ներիշխանական ինտրիգները ոնց եղել են այնպես էլ կան՝եթե չասենք, որ այդ «մուտիլովկաները» նոր որակներ են ձեռք բերել: Դրա ապացույցներից մեկը հայտնի պարգևավճարների մասին մամուլում և սոցցանցերում գցված և երկար ժամանակ թեժ պահվող թեման է:

Ի դեպ, անբարոյականությունն այնտեղ է հասել, որ այս թեմայի վրա փորձում են «աչոկ» հավաքել անգամ նրանք, ովքեր մեծ հաճույքով տարեվերջին իրենք էլ են ստացել այդ պարգևավճարները: Երբ ուշադիր լինեք, թե ովքեր են այսօր «քլնգում», օրինակ, ՊԵԿ նախագահ Դավիթ Անանյանին, ապա կտեսնեք, որ դրանց շարքերում ոչ միայն «սևերն ու հակահեղափոխական» ԶԼՄ-ներն են, այլև մարդիկ (այդ թվում նաև ԱԺ «Իմ քայլը» խմբակցությունից), ովքեր ընդամենը երկու ամիս առաջ գովերգում էին նույն այդ Դավիթ Անանյանին հետհեղափոխական ծանր շրջանում բյուջեի մուտքերն ապահովելու, ՊԵԿ-ի նման կառույցում կոռուպցիան վերացնելու և այլ արժանիքների համար: Բայց խնդիրը ոչ թե Դավիթ Անանյանն է կամ այլ ղեկավար: Խնդիրը համակարգային է:

Գրեթե միաձայն խոսվում է այն մասին (այդ թվում նաև բարձրագույն իշխանավորների կողմից), որ նոր իշխանությունների ամենաթույլ կողմը պրոֆեսիոնալ կադրերն են: Եվ եթե իշխանությունը մեկընդմիշտ չփակի նման «մուտիլովկաների» թեման, ապա որևէ նորմալ կադր երբեք չի ցանկանա աշխատել կառավարությունում և իր հմտությունները ծառայեցնել պետությանը, որտեղ բավական չէ, որ շատ ավելի քիչ են վճարում քան մասնավոր հատվածում, հետն էլ պետք է դառնան տարաբնույթ «մուտիլովկաների» զոհ: Իսկ լավ մասնագետները մասնավոր հատվածում միշտ էլ պահանջված են.
