«Լուսավոր Հայաստան». կառավարության կառուցվածքի անորոշության հետ կապված՝ պատային իրավիճակ է ստեղծվել

Կառավարության կառուցվածքի անորոշության հետ կապված՝ երկրում պատային իրավիճակ է ստեղծվել։ Այս մասին զրույցում ասել է խորհրդարանի «Լուսավոր Հայաստան» խմբակցության քարտուղար Գեւորգ Գորգիսյանը։

Նա հիշեցրել է, որ կառավարության կառուցվածքի եւ կազմի հաստատումից հետո նախարարների կաբինետը 20 օրվա ընթացքում պետք է ներկայացնի իր ծրագիրը։ Իսկ հիմա այդ ամբողջ գործընթացը անորոշության մեջ է թաղվել։ Պատգամավորը նաեւ դժգոհել է, որ կառավարությունում անցկացնում են փակ քննարկումներ այդ բոլոր հարցերի շուրջ, իսկ խորհրդարանը տեղյակ չէ, թե ինչ որոշումներ են ընդունվում։

Ինչպես ընդգծել է Գորգիսյանը, խորհրդարանի քննարկմանը կառավարության ծրագրի ներկայացման հարցում գործող իշխանություններն այդ գործընթացը ձգձգելու մեխանիկական եւ օրինական հնարավորություն չունեն, քանի որ Սահմանադրությունում նշված են կոնկրետ ժամկետներ։ Սակայն, ինչ վերաբերում է կառավարության կառուցվածքին, ապա այստեղ, քաղաքական գործչի խոսքով, իշխանությունների ձեռքերն ազատ են, եւ նրանք կարող են ձգձգել այդ գործընթացը։ «Այսինքն՝ կա ծրագիրը դիտարկման ներկայացնելու հնարավորություն։ Բայց դա կլինի անտրամաբանական, քանի որ կառավարության ծրագիրը պետք է մշակեն բոլոր ոլորտների պատասխանատուները։ Բայց եթե չկան մարմիններ, որոնք մշակում են այս կամ այն ոլորտի ռազմավարությունը, ապա այդ ծրագիրը կդառնա փաստաթուղթ, որը կենացներ կհիշեցնի, որոնցում միայն լավ ցանկություններ են նշվում։ Իրականում չեն լինի կոնկրետ պատասխանատու անձինք, որոնք կպատասխանեին այն հարցին, թե ինչպես ու ինչ կերպ են իրենք պատրաստվում իրականացնել եւ կյանքի կոչել այդ փաստաթուղթը։ Այսինքն՝ Ազգային ժողով կգան մարդիկ՝ ծրագիրը ներկայացնելու նպատակով, որոնք, գուցե, ապագայում չեն ներկայացնի այս կամ այն ոլորտը»,- պարզաբանել է «Լուսավոր Հայաստանի» ներկայացուցիչը։

Խմբակցության քարտուղարը տարակուսանք է հայտնել այն առիթով, որ կառավարության ծրագրում պետք է ներկայացված լինի, օրինակ, պետության ռազմավարությունը մշակույթի վերաբերյալ, բայց նախարարը, որը ոլորտի պատասխանատվությունն է կրում, այդպես էլ չի ներկայանա պատգամավորների առջեւ, քանի որ պատրաստվում են գերատեսչությունը միացնել կրթության եւ գիտության նախարարությանը։ «Հիմա ո՞վ է ներկայացնելու այդ ծրագիրը։ Ո՞ւմ ենք մենք հարցեր տալու։ Ո՞վ է պատասխանատուն՝ կրթության եւ գիտության նախարա՞րը, թե՞ մշակույթի նախարարի պաշտոնակատարը։ Այսինքն՝ տրամաբանությունը հուշում է, որ սկզբում պետք է ներկայացվի կառավարության կառուցվածքը, հետո նոր արդեն մնացածը»,- ամփոփել է Գեւորգ Գորգիսյանը։

Հիշեցնենք, որ հունվարի 29-ին լրացել է 15-օրյա ժամկետը, որը տրված էր վարչապետին կառավարություն ձեւավորելու համար։ Սակայն նշանակված է 12 նախարար 17-ից, իսկ խորհրդարանը անգամ չի սկսել կառավարության կառուցվածքի բարեփոխման օրինագծի քննարկումը, որով նախատեսվում է 5 նախարարության օպտիմալացում։ Նախարարների կաբինետը համարվում է մասամբ ձեւավորված։ Կառավարության ձեւավորումից հետո 20-օրյա ժամկետում կառավարությունը պարտավոր է խորհրդարան ներկայացնել իր գործունեության հնգամյա ծրագիր։
