Մարդկանց անգործ թողնելով՝ կառավարությունը վերահաստատեց, որ իր համար կարեւորը հեշտ լուծումներն են. Ա. Հովհաննիսյան

Նոր տարում մարդկանց անգործ թողնելով՝ մեր «մարդակենտրոն» կառավարությունը եւս մեկ անգամ վերահաստատեց, որ իր համար կարեւորը ոչ թե ճիշտ, այլ հեշտ լուծումներն են: Այս մասին Facebook-ի իր էջում գրել է ԱԺ փոխնախագահ Արփինե Հովհաննիսյանը:

Նա, մասնավորապես, նշել է.


«Ըստ կառավարության ներկայացրած պաշտոնական նախագծի, կկրճատվեն (կօպտիմալացվեն) ոչ միայն մշակույթի եւ սփյուռքի, այլ նաեւ սպորտի, գյուղատնտեսության եւ էներգետիկայի նախարարությունները:

Հարգելի գործընկերներ,

Ինչպես եւ ակնկալվում էր, հայրենի կառավարությունը երկար սպասեցնել չտվեց։ Ընտրությունների արդյունքների ամփոփումից ընդամենը մեկ շաբաթ անց՝ դեկտեմբերի 20-ին, Կառավարության կողմից շրջանառության մեջ է դրվել «Կառավարության կառուցվածքի եւ գործունեության մասին» օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» օրենքի նախագիծը: (Տես` մեկնաբանության մեջ)

Նախագծի համաձայն կրճատվում են 5 նախարարություններ` միանալով այլ նախարարությունների: Նախագիծն առաջացնում է երկու անմիջական հետեւանք`

1) առաջնային եւ ամենացավոտ հետեւանքն իհարկե ահռելի թվով պետական ծառայողների անխուսափելի կրճատումն է:

Նոր տարում մարդկանց անգործ թողնելով՝ մեր «մարդակենտրոն» կառավարությունը եւս մեկ անգամ վերահաստատեց, որ իր համար կարեւորը ոչ թե ճիշտ, այլ հեշտ լուծումներն են։ Սա այն հիմնական մտահոգություններից էր, ինչի մասին իմ գործընկերները եւ անձամբ ես բարձրաձայնում էինք ամբողջ քարոզարշավի ընթացքում։ Բայց, ցավոք, մարդկանց մեծամասնությունը հավատաց Նիկոլ Փաշինյանին, ով այսօր արդեն ասում է, որ մարդիկ կրճատման մասին իմանալով են քվե տվել իրենց:

Հատկապես Ամանորից առաջ չէի անդրադառնա այս նախագծին, եթե խորհրդարանում հայտնված ընդդիմադիր ուժերը, զբաղված չլինեին միմյանց դեմ աստղային պատերազմներ վարելով կամ տոնածառի հանդես «խափանելով», իսկ իշխանության ներկայացուցիչներն էլ բանուգործը թողած` չհաշվեին թե ըստ իրենց ինչքան ժամանակով է հեռացել հանրապետականը։ Իսկ մարդիկ պետք է տեղեկացվեն իրենց սպասվող հեռանկարի մասին, որպիսի պլանավորեն իրենց հետագա քայլերը:

Քիչ անց մեկ այլ գրառմամբ կանդրադառնամ փոփոխությունների բովանդակությանը:

Հ.Գ. Կարծում եմ` վարչապետը ժանրի կանոններով կառաջարկի, որ այս բոլոր նախարարությունների աշխատակիցները եւս գործադուլ անեն, միեւնույն է իրենք հո սպորտսմենները, էներգետիկները կամ գյուղատնտեսները չեն, ինչպես մշակույթի նախարարության աշխատակիցները մշակույթը չեն:

 

Եվ այս ամենը պետք է անել չմոռանալով նախորդ կառավարության հիմք դրած ծրագրերի ֆոնին լուսանկարվելը (շաբաթ օրը Վանաձորում բացված գործարանի հիմնարկեքը վարչապետ Կ. Կարապետյանն էր իրականացրել (տես՝ կից հղումը)։ Բայց այդ մասին իհարկե ոչ մի խոսք:

Հ.Հ.Գ. Մի դիտարկում վարչապետի` նախկին իշխանության կողմից մի քանի քվեի համար պաշտոնով վարձահատույց լինելու հայտարարության մասով։

Մի բան հստակ է ՝ նախորդ իշխանությունը չի կարեւորել քվե բերելն այնչափ, որ այս ընտրությունների պես առաջնագծից մոտ 10 հազար զինվոր բերեր` Գորիսում, Կապանում, Վարդենիսում քվեարկելու համար։
