Մյուս տարի ամբողջությամբ քանդելու եմ քաղաքը. Սամվել Բալասանյան

Երեկ Գյումրու քաղաքապետ Սամվել Բալասանյանը հանդես է եկել տարեվերջյան մամուլի ասուլիսով, որի ընթացքում լրագրողներին ներկայացրել է արված ու չարված աշխատանքները: Քաղաքապետն իր ասուլիսն սկսել է Գյումրիում ընթացող փողոցաշինության աշխատանքների մասին խոսելով: Ինչպես գիտենք, այս թեման Գյումրիում ամենաակտուալն է, քանի որ ամիսներ շարունակ փողոցները քանդած վիճակում են մնացել: Քաղաքապետի խոսքերով Գյումրիում երբեք չի իրագործվել միանգամից 4 ծրագիր, ինչը հիմա է արվում: Ծրագրերից երկուսը իրագործվում են Վերակառուցման և Զարգացման Եվրոպական Բանկ (ՎԶԵԲ)-ի 23մլն եվրո դրամաշնորհով, որով քաղաքի շուրջ 12կմ ճանապարհ եւ 3 հրապարակ է կառուցվում: Ի դեպ, այս գումարից արդեն 6,5 մլն ծախսվել է: Հիմա ասֆալտապատման աշխատանքները,եղանակների հետ կապված, դադարեցված են: Քաղաքապետն հույս է հայտնում, որ մինչև ապրիլ ավարտին կհասցնեն: 3-րդ ծրագիրը կառավարության համայնքների սուբսիդավորումն է, իսկ ահա 4-րդ ծրագիրը տեղական համայնքի ջանքերով իրագործվողն է:

Գյումրու քաղաքապետը լրագրողների առաջ գաղտնիք է բացում՝ ասելով. «Հրապարակ կունենանք, որը Հայաստանի Հանրապետությունում միակն է լինելու, սա պետք չէր հիմա ասել, բայց…»:Քաղաքապետի խոսքերով ճարտարապետի հետ խորհրդակցելու են, որպեսզի Գյումրու կենտրոնական հրապարակը մանրաքարերով շարեն, որը առանձնահատուկ է լինելու: Համաշխարհային բանկի ֆինանսավորմամբ 2մլն դոլար արժողությամբ ծրագիր է իրականացվում: Մի մտավախութուն, այնուամենայնիվ, կա: Պետք է հասկանալ, թե ընդերքն ինչպիսին է, քանի որ հրապարակի տարածքով գետակ է անցնում , որի պատճառով գետինը հաճախ է ճաք տալիս: «3-4 տարին մեկ 100մլն դրամ ծախսում ենք, որ վերանորոգենք, մոտ 10հզր քառ. մետր տարածք է»,-նշում է քաղաքապետը՝ վստահեցնելով, որ եթե գետակի առկայությունը չխանգարի, տնտեսած բոլոր գումարները կներդրվեն հրաշք հրապարակ ունենալու համար:

«Սա առաջին ծաղիկներն էին, հիմիկվանից ասում եմ՝ մյուս տարի ամբողջությամբ քանդելու եմ քաղաքը»,-անդրադառնալով փողոցաշինության ձգձգմանն ու բնակիչներին անհանգստություն պատճառելուն՝ նշում է Գյումրու քաղաքապետը՝ ընդգծելով, որ եթե միանգամից գործը չարվի, ապա 40 տարի կպահանջվի Գյումրու 180 փողոցները վերանորոգելու համար:
