Այսինքն մշակույթի նախարարությունն իրեն հայ մշակույթի հետ նույնացնո՞ւմ է. դա վատ ազդակ է. Նիկոլ Փաշինյան

Ես նախընտրական քարոզարշավի ժամանակ հայտարարել եմ, որ նախարարությունների թիվը պետք է կրճատվի եւ ժողովրդից ստացել եմ մանդատ այդ պրոցեն իրականացնելու համար: Այս մասին, այսօր՝ դեկտեմբերի 22-ին, Վանաձորում լրագրողների հետ զրույցում նշեց ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը՝ անդրադառնալով նախօրեին Սփյուռքի եւ Մշակույթի նախարարությունների լուծարելու դեմ բողոքի ակցիաներին:

«Ինձ անհանգստացրեց Մշակույթի նախարարության ներկայացուցիչների արտահայտությունները, երբ նրանք ահազանգում էին՝ ասում են, որ մշակույթը միշտ եղել է հայ ժողովրդի այցեքարտը: Դա շատ վատ ազդակ է: Այսինքն մշակույթի նախարարությունն իրեն հայ մշակույթի հետ նույնացնո՞ւմ է: Ուզում եք՝ էքսպոերիմենտ անենք, 3 ամիս գործադուլ անենք, տեսնենք մշակույթի կյանքում ինչ-որ բան տեղի կունենա՞: Երբ խոսում են մշակութային քաղաքականության մասին. այսօր մեր կառավարությունը բացառիկ քայլեր է արել մշակութային քաղաքականության հարցում: մենք մեկ տարվա ընթացքում 400 մլն դրամով մշակույթի ֆինանսավորումն ավելացրել ենք եւ 350 հազարով մշակութային օջախների այցելությունների թիվն ավելացրել ենք: Ինչո՞ւ մինչեւ հիմա դա չի արված»,-հայտարարեց Փաշինյանը:

Նա ընդգծեց, որ մշակույթի նախարարությունը չի լուծարվում, այլ այն կազմակերպական այլ կառուցվածքով կաշխատի:

«Սովորաբար աշխարհում 9-11 աշխատողին բաժին է հասնում մեկ ղեկավար: Մեր կառավարման համակարգում ամեն 3,5 աշխատողին է ընկնում մեկ ղեկավար: Մեր կառավարման համակարգում պետեր են, փոխնախարարներ են, վարչության պետեր են, բաժնի պետեր են, տեղակալներ են, բայց աշխատող ավելի քիչ կա, քան ղեկավարություն»,-ասաց Փաշինյանը:

Նա հավաստիացրեց, որ ոչ մի նախարարություն չի կրճատվի, դրանք կվերակազմակերպվեն. «Օրինակ, մեզ մոտ չկա մի այնպիսի նախարարություն, որ Սփյուռքի հետ կապված հարցերով չի զբաղվում: Շատ հաճախ մեր նախարարությունները մեկը մյուսից տեղյակ չեն՝ ինչ է անում: Օրինակ, Սփյուռքի ուսուցիների վերապատրաստման գործով զբաղվում է կրթության եւ գիտության նախարարությունը, իսկ դասագրքերը տալիս է Սփյուռքի նախարարությունը»:
