Արցախի Հանրապետության Պաշտպանության բանակի նախկին հրամանատար Լևոն Մնացականյանը հանդես է եկել բանակի անձնակազմին ուղղված խոսքով: Ինչպես «Արմենպրես»-ին տեղեկացրին Արցախի Հանրապետության պաշտպանության նախարարության մամուլի ծառայությունից, Գեներալ-լեյտենանտ Լևոն Մնացականյանի խոսքում, մասնավորապես, ասված է.

«Հարգելի զինակիցներ, այսօր ես թողնում եմ Պաշտպանության բանակի հրամանատարի պաշտոնը: Անչափ հպարտ եմ, որ ծառայել և հարկ եղած դեպքում պատրաստակամ եմ լինելու կրկին իմ ծառայությունը բերել այն բանակի շարքերում, որն իր մարտունակությամբ եղել է, կա և շարունակելու է մնալ մեր ժողովրդի պաշտպանության և անվտանգության գլխավոր երաշխավորը: Ուզում եմ նաև հավաստիացնել, որ իմ համար մեծ պատիվ էր տարիներ շարունակ զինակցել բոլոր այն շարքայիններին, սերժանտներին, ենթասպաներին, սպաներին և գեներալներին, ովքեր իրենց բարեխիղճ ծառայությամբ օրեցօր ամրապնդել ու հզորացրել են մեր պաշտպանական համակարգը: Լիահույս եմ, որ այսուհետ ևս ձեր յուրաքանչյուրիդ մոտ իշխելու է մեր երկիրն առավել պաշտպանված ու անվտանգ պահելու անկոտրում կամքն ու վճռականությունը: Ձեր գործողություններում եղեք ներդաշնակ, փոխըմբռնող և, որ շատ կարևոր է՝ հայրենյաց պաշտպանի առաքելությանը հավատարիմ:

Արցախի Հանրապետության նախագահ Բակո Սահակյանի հրամանագրով Լևոն Մնացականյանն ազատվել է Արցախի Հանրապետության պաշտպանության նախարարի պաշտոնից: Արցախի նախագահի մեկ այլ հրամանագրով Արցախի պաշտպանության նախարար է նշանակվել Կարեն Աբրահամյանը:

Արցախի նախագահը հաստատել է կառավարության որոշում, որի համաձայն Արցախի արտակարգ իրավիճակների պետական շառայության տնօրեն է նշանակվել Լևոն Մնացականյանը:
