Այսօր լրանում է Սպիտակի ավերիչ երկրաշարժի 30–րդ տարելիցը: Ենթադրվում է, որ քաղաքական ուժերը օրվա խորհրդին հարիր կա՛մ կդադարեցնեն քարոզարշավը, կա՛մ էլ դա կանեն առնվազն այնքան նուրբ, որ շահարկումների տեղիք չեն տա: Այնուամենայնիվ, չի բացառվում, որ նորից սկսի խոսվել աղետի գոտու, Գյումրու անօթևանների և Գյումրիին առնչվող այլ խնդիրների մասին: Մեծ հաշվով, խնդիր չկա, որ նախընտրական շրջանի տրամաբանության կոնտեքստում քաղաքական ուժերը խոսեն երկրորդ քաղաքի խնդիրների մասին: Բայց տարիներ շարունակ, հատկապես ընտրարշավից ընտրարշավ այդ մասին միայն խոսվել է, խոսվել է թունդ տոնով, տրվել են բազմաթիվ խոստումներ, որոնց միայն չնչին մասն է իրականացվել:

Այս իմաստով ակներև է, որ միայն առիթից առիթ են քաղաքական դերակատարները խոսում Գյումրու խնդիրների մասին, առանց որևէ հետևողական աշխատանքի: Անշուշտ անօթևանության խնդիրը շարունակում է արդիական մնալ Գյումրու համար: Բայց այս խնդիրը գոնե մեծամասամբ արդեն հաղթահարված է: Հիմա Գյումրիի համար կենսականը կամ առաջնայինը այլ՝ տնտեսական բնույթի խնդիրներն են: Լավ կլիներ, որ Գյումրիի մասին հատկապես դեկտեմբերի 7–ին խոսելիս քաղաքական ուժերը դրսևորեին առկա խնդիրների մասին հստակ պատկերացումներ ու ներկայացնեին իրատեսական լուծումներ: Ի վերջո, հասկանալի է, որ շրջափակման մեջ գտնվող ու բացառապես Երևանակենտրոն Հայաստանը առաջացնում է դեմոգրաֆիական, տնտեսական ռիսկեր, ռիսկեր, որոնք ֆորս–մաժորային իրավիճակում դառնալու են ազգային անվտանգությանը սպառնացող մարտահրավերներ: Լավ կլիներ, որ քաղաքական ուժերը Գյումրու երկրորդ քաղաք լինելու հանգամանքը դիտեին որպես Հայաստանի ապակենտրոնացման գործընթացի կարևորագույն մաս:

Հարկ է հասկանալ, որ բացառապես տուրիզմով ոտքի կանգնեցնել Գյումրին ու այն դարձնել իսկապես երկրորդ քաղաքի կարգավիճակին հարիր, դժվար թե ստացվի: Նախորդ տարիները ցույց տվեցին, որ, օրինակ, տեխնոլոգիական իմաստով Գյումրու ռեսուրսն այժմ ավելի ակտուալ է, քան չարչրկված տուրիստական հրաշքի մոդելը: Ընդհանուր առմամբ, խնդիրը ոչ թե այն է, որ քաղաքական ուժերը փորձեն Գյումրու առանձնահատկություններից ելնելով՝ տեղերում ձայներ ստանալու ակնկալիքներ իրացնել, այլ որպեսզի այդ ակնկալիքներն իրացվեն իրավիճակի այսօրվա գնահատմամբ ու իրատեսական մոտեցումներով:
