Երիտասարդությունը՝ ազգի ապագան

Այն փաստը, որ հասարակության հիմնական անկյունաքարը երիտասարդությունն է, ըստ էության, ապացուցման կարիք չունի, իսկ որ երիտասարդությունը պետք է լինի պետության լոկոմոտիվը բոլոր առումներով` նույնպես բացարձակ ճշմարտություն է: Յուրաքանչյուր քաղաքական ուժ, եթե ցանկանում է քաղաքական արենայում շարունակական քաղաքականություն ունենալ, պարտավոր է հոգալ և ունենալ երիտասարդ բնակչության համար տարվող առանձին քաղաքականություն:

 


Հայտնի է, որ ԲՀԿ-ն և Գագիկ Ծառուկյանը, բոլոր առումներով մշտապես կանգնած են եղել երիտասարդների կողքին, նրանց աջակցել ամենատարբեր ծրագրերում և գաղափարների իրականցման գործում: Հավատարիմ մնալով իր որդեգրած քաղաքականությանը՝ Գագիկ Ծառուկյանի հորդորով ԲՀԿ-ի նախընտրական ծրագրում առանձին շեշտված են երիտասարդությանը վերաբերվող մի շարք հարցեր՝ հատկապես երիտասարդների բնակարանաշինության հետ կապված:
Ըստ այդմ, բոլոր այն երիտասարդները, ովքեր ունեն ցանկություն և համապատասխան գիտելիքներ, պետք է պետության կողմից ստանան անհրաժեշտ աջակցություն՝ երկարատև վարկերի և դրամաշնորհների տեսքով` բարձրակարգ ուսումնական հաստատություններում իրենց կրթությունը սկսելու կամ շարունակելու համար:

 


Ուսումն ավարտելուց հետո` 10 տարվա ընթացքում, նրանք կարող են մարել իրենց պարտքը: Բարձր առաջադիմությամբ ոչ մի ուսանող ուսման վարձը չվճարելու պատճառով չպետք է զրկվի կրթություն ստանալու իրավունքից: Բուհական համակարգում պետք է արմատապես փոփոխել ընդունելության քննությունների կարգը՝ բացառելով ցածրամակարդակ կրթական ծառայությունների տրամադրումը մեր երիտասարդ քաղաքացիներին:

 


Բնակչության, այդ թվում՝ երիտասարդ ընտանիքների բնականոն կենսագործունեությունն ապահովելու նպատակով, պետությունը պետք է իրականացնի սոցիալական բնակարանաշինության ծրագիր՝ ՏԻՄ միջոցով ապահովելով համապատասխան հողահատկացումներ: Նորակառույց շենքերում բնակարանները շահառուներին պետք է հատկացվեն լիարժեք վերանորոգված՝ 1 ք/մ-ի համար 180 հազար դրամով, կամ 60 ք/մ բնակարաններ՝ մոտ 20-22 հազար ԱՄՆ դոլարին համարժեք դրամով։ Շահառուները ամսական վճարները կկատարեն 10 տարվա ընթացքում' առանց որևէ կանխավճարի:
