Եթե ՀՀԿ-ն այդքան մտահոգված է, ինչու իրենց իշխանության ժամանակ այդ հարցին չէին անդրադառնում

ԱԺ լիագումար նիստի ժամանակ այսօր քննրակվեց խորհրդարանի «Հատուկ պետական պաշտպանության ենթակա անձանց անվտանգության ապահովման մասին» Հայաստանի Հանրապետության օրենքում լրացումներ կատարելու մասին» Հայաստանի Հանրապետության օրենքի նախագիծը, որի ժամանակ բավականին բուռն բանավեճ ծավալվեց: ԱԺ փոխնախագահ Միքայել Մելքումյանն անդրադառնալով քննարկմանը, նշեց, որ Ամենայն հայոց կաթողիկոսի անվտանգությունն օրենքով կանոնակարգելու նախագծի քննարկման ժամանակ «Ծառուկյան» դաշինքի պատգամավորների մասին բավականին էժանագին գնահատականներ և շահարկումներ են հնչեցվել: «Մեր քաղաքական ուժն իր դիրքորոշումը հստակ ունի և որևէ հայ քրիստոնյա չի կարող որպես սրբություն չընդունել կամ ուրանալ քրիստոնեական բարձր արժեքները: Սակայն, ներկայացված իրավական կարգավորումը, որպես հարցի լուծման բանաձև բավականին թերի էր, որը ոչ թե ինստիտուցիոնալ լուծում էր տալիս խնդրահարույց հարցերին, այլ ընդամենը հատվածային և նեղ լուծում էր առաջարկում»,- ասաց Մ. Մելքումյանը: Հիշեցնենք, որ որոշման նախագծին կառավարությունը թեև բացասական եզրակացություն էր տվել, սակայն ավելի վաղ «Ծառուկյան» դաշինքը կողմ էր քվեարկել Հայ առաքելական եկեղեցուն նվիրված նախաձեռնությանը: Իսկ բերված տարբերակին դեմ լինելն ամեևին էլ չի նշանակում, որ առաջարկվող գաղափարին են դեմ: «Մեր քաղաքական ուժը նախաձեռնելու է ստորագրահավաք, նախագծի լրամշակված տարբերակն օրակարգ մտցնելու համար: Եվ այդ ժամանակ կտեսնենք, թե ով ինչպես կքվեարկի: Մեր նպատակը խնդրին ամբողջական և լիարժեք կարգավորում տալն է և այս առումով զարմանալի էին անփառունակ քաղաքական ուժի ներկայացուցիչների կողմից մեզ ուղղված մեղադրանքները: Եվ եթե իսկապես իրենք քրիստոնեկան արժեքեներով են առաջնորդվում, ապա ինչու էին երկիրն այս վիճակի հասցրել: Ուստի, սուրբ արժեքներն օգտագործելով նման էժանագին դիվիդենտներ հավաքելը, կարծում ենք ոչ այլ ինչ է, քան հետամնացության հետևանք»,- ասաց Մ. Մելքումյանը: Նա նաև հավելեց, որ եթե «Ծառուկյան» դաշինքը դեմ լիներ նման նախաձեռնությանը, ապա այն կքննադատեր, սակայն տվյալ պահին ինչ-որ նեղ տիրույթի հարց լուծելու համար հատվածային մոտոցում չեն կարող ցուցաբերել հարցին: Դրա փոխարեն հարցերի ու մտահոգությունների լուծման ինստիտուցիոնալ լուծում են առաջարկում: «Ի դեպ, շատ զարմանալի է, որ երբ իրենք իշխանություն էին, ինչու այդ ժամանակ նման հարցերի չէին անդրադառնում: Եվ եթե այդքան մտահոգված են, ապա կարող էին ավելի վաղ այդ հարցերի մասին մտածել»,- ասաց Մ. Մելքումյանը:
