Մինչ տարբեր քաղաքական գործիչներ մտորում են Հայաստանի զարգացման շուրջ, Գագիկ Ծառուկյանը խոշոր ներդրումային ծրագիր է կյանքի կոչում: Շուրջ մեկ միլիոն քառակոսի մետր տարածք ընդգրկող հատվածում կառուցվում է արդյունաբերական խոշոր քաղաք, որը ներառում է տասներեք գործարաններ, որտեղ պետք է աշխատեն յոթ հազարից ավելի մարդիկ: Գործարաններում արտադրվելու են տեքստիլ արդյունաբերության ամբողջ շղթան ներառող արտադրանք, սկսած հումքից մինչև հագուստեղեն և այլ արտադրանք: Ներդրումային ծրագրի ընթացքում ներդրվել է ավելի քան հինգ հարյուր միլիոն դոլար: Նմանատիպ մեծամաշտաբ ծրագիրը զգալիորեն կմեղմացնի գործազրկության խնդիրը Հայաստանում, մյուս կողմից զգալի քանակությամբ հարկեր կվճարվեն պետական բյուջե : Ցանկացած երկրի զարգացման համար պարտադիր է խոշոր ներդրումները և արդեն որերորդ անգամ է Գագիկ Ծառուկյանի հանդեպ ունեցած վստահության արդյունքում, ահա այսպիսի խոշոր ներդրումներ են իրականացվում Հայաստանում: Տեքստիլ արդյունաբերական քաղաքի գործունեությունը , որպես խթան կհանդիսանա նաև այլ ոլորտների զարգացման համար, քանի որ բրդի , կաշվի մեծ պահանջարկ կստեղծվի անհրաժեշտ հումքով գործարանները ապահովելու համար: ԵՎ եթե հաշվի առնենք տնտեսությամ մեջ ներդրվող գումարների մուլտիպլիակտիվ էֆեկտը, ապա այս նախաձեռնությունը նոր Հայաստանի կերտման առաջին հիմնասյունն է: Հայաստանը արդյունաբերական, գիտատեխնիկական զարգացման նոր մակարդակի վրա տեղափոխելու միակ ճանապարհը սա է, որը իրականություն դարձնելու համար Գագիկ Ծառուկյանի կողմից ներդրվում են բոլոր անհրաժեշտ ջանքերը:
