Արցախի հարցը զարտուղի ճանապարհով հնարավոր չէ լուծել. Փաշինյանը ներկայացրեց լուծման մեթոդաբանությունը

Արցախի հարցով գաղտնի որոշում չի լինելու, դավադրության տեսությունը պետք է իսպառ բացառել: Այս մասին, Լիբանանում հայ համայնքի հետ հանդիպման ժամանակ նշել է ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը:

Նրա խոսքով, շատ հաճախ միջազգային հանրության ներկայացուցիչները տարբեր բանակցությունների ժամանակ հարց են հնչեցնում՝ Հայաստանը պատրա՞ստ է փոխզիջումների. «Այդ հարցին, ես սովորաբար պատասխանում եմ՝ իսկ Ադրբեջանը պատրա՞ստ է փոխզիջումների: Ես չեմ համարում, որ Հայաստանը պետք է առաջինը այս հարցին պատասխանի, բայց չգիտես ինչու, իմ վարչապետի պաշտոնում ընտրվելուց հետո այդպիսի տրամաբանություն կա, թե չգիտեմ ով եւ որտեղ որոշել է, որ այդ հարցին առաջինը պետք է պատասխանի Հայաստանը: Հայաստանը չի պատրաստվում առաջինը պատասխանել այդ հարցին: Առնվազն պատասխանը պետք է լինի սինխրոնացված»,-ասաց Փաշինյանը:

Նա ընդգծեց, որ ցանկացած իրավիճակում Հայաստանը լինելու է ադեկվատ ու համարժեք. «Ինչ վերաբերում է հարցի կարգավորման շրջանակին, ես դժվար եմ պատկերացնում հարցի կարգավորումը առանց Արցախի կարգավիճակի ճշգրտման եւ հստակեցման: Սա մի իրողություն է, որ մենք մեր բոլոր ելույթներում ընդգծում ենք, որ Արցախի անվտանգությունն ու կարգավիճակը ունեն անկյունաքարային նշանակություն կարգավորման համար»:

Ինչ վերաբերում է հարցի կարգավորման մեթոդաբանությանը, Նիկոլ Փաշինյանը նկատեց, որ մեր իրականության մեջ կա մի այսպիսի տարօրինակ ընկալում, որ մամուլում, քաղաքական գործիչների հայտարարություններում երբեմն այնպիսի երանգ է մտնում, որ տպավորություն է, թե որեւէ մեկը մտածում է, որ Հայաստանում կարող է լինել կառավաարություն, որը թաքուն Արցախի հարցը լուծելու է:

«Դուք չեք զգացե՞լ, որ անընդհատ վերջին 20 տարում այդպիսի միտում կա, որ էնտեղ մեկը թաքուն հարց է լուծում: Որեւէ մեկը կարո՞ղ է բացատրել՝ որեւէ իշխանություն, ամենավատ իշխանությունը, չնայած այլեւս Հայաստանում վատ իշխանություն չի կարող լինել, ո՞նց է թաքուն լուծելու Ղարաբաղի հարցը:

Ես առաջարկում եմ հրաժարավել այդ դիսկուրսից, որ ասեն՝ էս իշխանությունը որոշել է թաքուն ձեւով ի վնաս հայ ժողովրդի լուծել Արցախի հարցը: Եթե բանակցությունների ընթացքում կձեւավորվի այնպիսի առաջարկ, եւ ինքս ինձ կկարողանամ համոզել, որ դա լավ տարբերակ է, ես կվերցնեմ այդ տարբերակը, կներկայացնեմ մեր ժողովրդին Հայաստանում եւ Սփյուռքում, եւ ժողովուրդը կորոշի՝ ինքն ուզո՞ւմ է այդ տարբերակը, թե չի ուզում: Եթե ուզում է՝ շատ լավ, իսկ եթե չի ուզում, ես պետք է որոշեմ, թե ինչ պետք է անեմ՝ կամ գնամ ասեմ՝ ուրիշ տարբերակ է պետք, կամ ասեմ՝ ուրիշ ներկայացուցիչ թող գնա: Ես առաջարկում եմ՝ Արցախի հարցի կարգավորման համատեքստում դավադրության տեսությունը բացառել: Նման բան չի կարող լինել ի բնե»,-հայտարարեց վարչապետի պաշտոնակատարը:

Նա նաեւ ընդգծեց, որ հարց կարգավորման համատեքստում ամենակարեւոր ու վճռական գործոնը Արցախի իշխանության եւ ժողովրդի դիրքորոշումն է. «Եթե նույնիսկ Հայաստանի եւ սփյուռքի ժողովուրդն ասի՝ դա լավ տարբերակ է, իսկ Արցախի ժողովուրդն ասի՝ վատ տարբերակ է, ուրեմն դա վատ տաբերակ է: Արցախի ժողովուրդը թիվ մեկ սեփականատերն է այս խնդրի եւ Արցախի ժողովրդի եւ իշխանության կարծիքը վճռական են հարցի կարգավորման տեսակետից»:

Նիկոլ Փաշինյանը հավելեց, որ սա չի նշանակում, որ իրենք մերժում են բանակցությունները, ինչպես սկզբում փորձ էր արվում ներկայացնել. «Մենք ոչ մի բան չենք մերժում, բայց ասում ենք, որ սա համազգային խնդիր է եւ պետք է լուծենք բոլորս իրար հետ իմ ասած ձեւով:

Նույնսկ ամենամեծ վստահություն ունեցող իշխանությունը բացառված է, որ կարողանա լուծել այդ խնդիրը զարտուղի ճանապարհով: Որ պահին փորձի, ամբողջ վստահությունը մեկ րոպեում կկորցնի»:
