Բարիկադները քանդվում են նաև տնտեսության մեջ

Օրերս Նիկոլ Փաշինյանը ներկա գտնվեց Գագիկ Ծառուկյանի նախաձեռնությամբ հիմնված կրիպտոարժութային–մայնինգ ընկերության բացմանը: Միայն այն հանգամանքը, որ Փաշինյանը արդեն ներկա է գտնվում նման միջոցառումների, ցույց է տալիս, որ նրա հռետորաբանությունը մեղմացել է ոչ միայն քաղաքական, այլև տնտեսական իմաստով: Վերջին շրջանում սա միակ դեպքը չէ, երբ Փաշինյանն ու իշխանության այլ ներկայացուցիչներ ներկա են գտնվում նոր բիզնեսների բացման արարողություններին:

Կարևոր է այս ներկայությունն այն առումով, որ նախորդող ամիսներին քաղաքական սուր հռետորաբանությանը զուգահեռ, բավական սուր և ագրեսիվ էր հռետորաբանությունը նաև տնտեսական դերակատարների նկատմամբ, ինչն իր հետ բերել էր որոշակի ներքին ու արտաքին ներդրումային լարվածություն, իսկ հիմա հիմքեր են ստեղծվում, որպեսզի այդ լարվածությունը թոթափվի: Մեծ հաշվով, ինչպես քաղաքականության, այդպես էլ տնտեսության մեջ մոտեցումների տրամաբանությունը սկսում է փոխվել, ինչպես ինքը՝ Փաշինյանն է ասում՝ սկսում են քանդվել բարիկադները:

Փաշինյանի կողմից արձանագրված այն իրողությունը, որ Հայաստանում օլիգարխներ չկան, ըստ էության, շարունակությունն է այն մեղմացած հռետորաբանության, որ դրսևորվում է վերջին օրերին իշխանության մոտ: Հակաբարիկադային մոտեցումն, ըստ էության, փորձ է արվում պրոեկտել նաև տնտեսության վրա: Հասկանալի է, որ հին տնտեսական համակարգը, ի տարբերություն քաղաքականի, այդքան հեշտ քանդել չի ստացվի, հասկանալի է նաև, որ ինչքան էլ հասարակության լայն շերտերի մոտ պոպուլ յար լինի կուլակաթափության միտքը, հնարավոր չէ վերցնել ու քանդել եղած տնտեսական համակարգը ու մեկ օրում կառուցել նորը: Այս իմաստով, տնտեսության գործում անելիքներն ավելի շատ են ու ավելի բարդ:

Բնականաբար դրական է, որ տնտեսության ու դրանում մեծ դերակատարություն ունեցող անձանց առումով, որոնց հաճախ առիթ–անառիթ անվանում են օլիգարխներ, իշխանությունը տոնայնություն է փոխում: Սա ոչ միայն, այսպես ասած, գեղագիտական հարց է, այլև քաղաքական մեսիջի, մեսիջ, որ պետք է ուղենիշային դառնա տնտեսական դաշտի ձևավորման, տնտեսական հիմնական դերակատարների երաշխավորված գործունեության, ըստ այդմ նաև արտաքին ներդրողներին գրավելու առումով:

Ցավոք, հեղափոխության առաջին ամիսներին տնտեսական քաղաքականության հարցում բազմաթիվ բացթողումներ եղան, ավելի ճիշտ տնտեսական քաղաքականությունը ստորադասվեց, զոհաբերվեց քաղաքական նպատակահարմարությանը՝ սկսած օլիգարխների թիկնապահներին պառկեցնելու մասին կոչերից, վերջացրած բանկային գաղտնիքներ հրապարակելով ու ընդհանրապես ֆինանսական մեծ կարողություններ ունեցողներին հանրային պարսավանքով ու ԱԱԾ–ով վախեցնելով:

Այժմ, սակայն, քաղաքական հռետորաբանության մեջ կառուցողականության չափաբաժնի նկատելիորեն աճին զուգահեռ, ուշ չէ նույն մոտեցումը որդեգրել նաև տնտեսական քաղաքականության մեջ: Ի վերջո, եթե կան օլիգարխներ, եթե կան ապօրինի հարստացածներ, նրանցով կարող է զբաղվել օրենքն ու իրավապահ համակարգը: Բայց պետք չէ առանձին դեպքերը սարքել դրոշակ ու այն թափահարել մի ամբողջ ոլորտի վրա, որովհետև ի տարբերություն միջկուսակցական ինտրիգների, տնտեսության դեպքում ռիսկերը կարող են բախտորոշ լինել: Ըստ էության, ինչպես քաղաքականության, այնպես էլ տնտեսության մեջ մենք մտնում ենք ավելի կառուցողական ու խաղաղ հուն, ինչն իհարկե չի կարելի դրական չգնահատել:
