Նիդերլանդների օմբուդսմենը երեխաների հիմնարար իրավունքների խախտում է համարում հայազգի Լիլիի ու Հովիկի արտաքսումը

Նիդերլանդների երեխաների օմբուդսմեն Մարգարիտ Կլավերբոյերը հայտարարել է, որ երկրից հայազգի երկու երեխաներին՝ 12-ամյա Լիլիին ու 13-ամյա Հովիկին Հայաստան արտաքսելը համարվում է երեխաների հիմնարար իրավունքների խախտում: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին երեխաների իրավունքների պաշտպանն ասել է տեղի Pauw հեռուստածրագրի շրջանակում:

«Ես մանրամասն կարդացել եմ երեխաների ողջ գործը, գիտեմ, որ նրանց մայրը ներկայում ի վիճակի չէ խնամել նրանց: Նրանք ապրելու տեղ չունեն և չեն կարող գնալ դպրոց»,- ասել է Կլավերբոյերը:

Օմբուդսմենը նկատել է, որ երեխաների ապագան Նիդերլանդներում է, այս հարցը նա քննարկել է արդարադատության նախարար Մարկ Հարբերսի հետ: Վերջինս իրավունք ունի երեխաներին տրամադրել բնակության իրավունք, սակայն մինչ օրս հրաժարվել է դա անել:

Նիդերլանդների խորհրդարանի դիմաց ակցիա է կազմակերպվել՝ ի աջակցություն Լիլիի ու Հովիկի

13-ամյա Հովիկն ու 12-ամյա Լիլին մոր՝ Արմինե Համբարձումյանի հետ Նիդերլանդներ են տեղափոխվել 2008թ. Ռուսաստանից: Նրանք Նիդերլանդներից ապաստան են խնդրել, որի պատասխանը ստացել են 9 տարի անց միայն՝ 2017թ.: Պատասխանը բացասական է եղել և նրանց Հայաստան արտաքսելու մասին որոշում է կայացվել: Արմինե Համբարձումյանն արտաքսվել է, սակայն երեխաները մնացել էին Նիդերլանդներում, քանի որ իշխանությունները նրանց գտնվելու վայրի մասին տեղեկություններ չեն ունեցել, իսկ մայրը թաքցրել է երեխաների գտնվելու վայրը:

2018թ. սեպտեմբերի 3-ին երեխաները դուրս են եկել թաքստոցից: Նրանք Հայաստան են արտաքսվելու սեպտեմբերի 8-ին:

Հովիկը և Լիլին երբեք Հայաստանում չեն ապրել, նրանք ծնվել են Ռուսաստանում, իսկ վերջին 10 տարիներն անցկացրել են Նիդերլանդներում: Չեն տիրապետում հայերենին: Նրանց մայրը ծնվել է Ադրբեջանում, ապրել Ռուսաստանում, սակայն ունի Հայաստանի քաղաքացիություն:

Խնդրին օրերս անդրադարձել էր Նիդերլանդների արքայադուստր Լաուրենտինը: Նա երկրի կառավարությանը կոչ էր արել թույլ տալ երեխաներին մնալ: «Չեմ կարող և չեմ ցանկանում իրավիճակի վերաբերյալ դատողություններ անել, բայց ես անկեղծ ցավում եմ նրա համար, ինչ կատարվում է այդ երեխաների հետ»,- ասել էր նա՝ հավելելով, որ երեխաները կայունության կարիք ունեն:

«Արմենպրես»-ի հետ զրույցում Հայաստանի տարածքային կառավարման և զարգացման նախարարության միգրացիոն պետական ծառայությունից հայտնել էին, որ տեղյակ են երեխաներին արտաքսելու խնդրից: «Հայաստանի միգրացիոն ծառայությունը ինտեգրման բոլոր հնարավոր ծրագրերով աջակցություն կցուցաբերի երեխաներին, եթե նրանց մայրը չստանձնի խնամակալությունը»,- հայտնել էին միգրացիոն ծառայությունից:
